Syria conference leaves open Assad question

(AP) ? An international conference on Saturday accepted a U.N.-brokered peace plan for Syria, but left open the key question of whether the country's president could be part of a transitional government.

The U.S. backed away from insisting that the plan explicitly exclude President Bashar Assad from any role in a new Syrian government, hoping the concession would encourage Russia to put greater pressure on its longtime ally to end the violent crackdown that the opposition says has claimed over 14,000 lives.

U.S. Secretary of State Hillary Clinton insisted that Assad would still have to go, saying it is now "incumbent on Russia and China to show Assad the writing on the wall."

"There is a credible alternative to the Assad regime," she said. "What we have done here is to strip away the fiction that he and those with blood on their hands can stay in power."

Moscow had refused to back a provision that would call for Assad to step aside, insisting that outsiders cannot order a political solution for Syria and accusing the West of ignoring the darker side of the Syrian opposition. The opposition has made clear it would not take part in a government in which Assad still held power.

Russian Foreign Minister Sergey Lavrov underlined that the plan does not require Assad's ouster, saying there is "no attempt in the document to impose on the Syrian people any type of transitional process."

More than a year into the uprising, Syria's opposition is still struggling to overcome infighting and inexperience, preventing the movement from gaining the traction it needs to instill confidence in its ability to govern.

The U.N. plan calls for establishing a transitional government of national unity, with full executive powers, that could include members of Assad's government and the opposition and other groups. It would oversee the drafting of a new constitution and elections.

Special envoy Kofi Annan said following the Geneva talks that "it is for the people of Syria to come to a political agreement."

"I will doubt that the Syrians who have fought so hard to have independence ... will select people with blood on their hands to lead them," he said.

The envoy had earlier warned the permanent members of the U.N. Security Council ? Britain, China, France, Russia and the United States ? that if they fail to act at the talks hosted by the United Nations at its European headquarters in Geneva, they face an international crisis of "grave severity" that could spark violence across the region and provide a new front for terrorism.

"History is a somber judge and it will judge us all harshly, if we prove incapable of taking the right path today," he said.

Syria, verging on a full-blown civil war, has endured a particularly bloody week, with up to 125 people reported killed nationwide on Thursday alone.

The opposition's divisions are tied to issues at the heart of the revolution: Whether to seek dialogue with the regime and what ideology should guide a post-Assad Syria.

Rami Abdul-Rahman, director of the Britain-based Syrian observatory for human rights, said following the agreement that "no member of the Syrian opposition will accept to be part of a transitional government while Assad is still in power."

"Assad's staying in power will mean the continuation of the bloodshed in Syria," he said.

Unlike Libya's National Transitional Council, which brought together most factions fighting Moammar Gadhafi's regime and was quickly recognized by much of the international community, Syria's opposition has no leadership on the ground.

Regime opponents in Syria are a diverse group, representing the country's ideological, sectarian and generational divide. They include dissidents who spent years in prison, tech-savvy activists in their 20s, former Marxists, Islamists and Paris-based intellectuals.

Communication among those abroad and those in the country is extremely difficult. Political activists in Syria are routinely rounded up and imprisoned. Many have gone into hiding, communicating only through Skype using fake names, and the country is largely sealed off to exiled dissidents and foreign journalists.

International tensions also heightened last week after Syria shot down a Turkish warplane, leading to Turkey setting up anti-aircraft guns on its border with its neighbor.

British Foreign Secretary William Hague noted on Saturday that U.N. Secretary-General Ban Ki-moon told diplomats a U.N. monitoring mission in Syria would have to be pulled back if no diplomatic solution was found.

The head of the struggling U.N. observer mission, Norwegian Maj. Gen. Robert Mood, has described the 300 monitors approved by the U.N. Security Council to enforce a failed April cease-fire as being largely confined to bureaucratic tasks and calling Syrians by phone because of the dangers on the ground. Their mandate expires on July 20.

"Ultimately, we want to stop the bloodshed in Syria. If that comes through political dialogue, we are willing to do that," said Khalid Saleh, a spokesman for the Syrian National Council, a coalition of Syrian opposition groups based in Istanbul, Turkey. "We are not willing to negotiate (with) Mr. Assad and those who have murdered Syrians. We are not going to negotiate unless they leave Syria."

Clinton said Thursday in Riga, Latvia, that all participants in the Geneva meeting, including Russia, were on board with the transition plan. She told reporters that the invitations made clear that representatives "were coming on the basis of (Annan's) transition plan."

The United Nations says violence in the country has worsened since a cease-fire deal in April, and the bloodshed appears to be taking on dangerous sectarian overtones, with growing numbers of Syrians targeted on account of their religion. The increasing militarization of both sides in the conflict has Syria heading toward civil war.

Kutztown University president's contract extended

Dr. F. Javier Cevallos, Kutztown University president, is among seven heads of state-run universities to have their wage contracts extended.

The board of governors of the Pennsylvania State System of Higher Education, which oversees the operation of 14 state-owned colleges, voted Thursday to extend the presidents' contracts through June 30, 2015.

"Each of the presidents who received a contract extension has demonstrated strong leadership abilities and commitment to student success," said Guido M. Pichini of Wyomissing, chairman of the board of governors. "They have provided both outstanding leadership and the vision necessary to lead an institution of higher education in these difficult times."

Cevallos, who's in his 10th year as Kutztown's president, could not be reached for comment.

In December 2010, Cevallos received a 5 percent raise, bringing his annual salary to $218,516, according to The Associated Press.

The contract extensions do not include any changes in compensation or benefits, said Kenn Marshall, a spokesman for the state system of higher education.

The pacts are renewed annually based on a performance review and recommendations by the university's council of trustees and Dr. John C. Cavanaugh, chancellor of the system.

The other one-year contract extensions were given to the university presidents of Bloomsburg, Cheney, Clarion, Lock Haven, Shippensburg and West Chester.

The Pennsylvania System of Higher Education operates 14 universities with about 120,000 students.

When you have made a commitment to get yourself in shape and ensure that your physical fitness reaches the next level you start following new routines and the next moment you seem to come across a workout injury.

There are many reasons for this. It could either be due to overdoing a particular activity or it could be doing the activity wrongly and there are chances that you could be doing an activity that does not suit your physical condition. However this is not something that you should feel discouraged about as the next few lines of the article will throw light on the six steps that a person can follow to avoid workout injuries and for improving workouts.

1. Know the condition of your body

The first step is to know the condition of your body. This is one of the most basic aspects of working out but is normally overlooked by most people. Knowing the limitations of your body can go a long way in helping a person avoid injuries during workouts. Many people today have certain weak areas in their body and avoiding activities that impart a lot of pressure on these weakened areas can help them stay away from injuries. Though many people misunderstand this and see it as complete avoidance of a particular activity, the fact is not so. If you have a weak knee then it is always recommended that you do not run on the treadmill and instead use an exercising bike that creates less tension on the knee. Thus one has to know that the basic aspect of avoiding an injury is to know the weak areas of ones body and slowly working out to make it stronger. If a person is unable to do that then enough must be done to ensure no pressure is applied in that particular part.

2. Sex is important :)

The second rule is the sex or the gender. Though one might consider it to be impartial, in general doctors believe that gender plays an important role in workout injuries. Specific types of workouts tend to create psychological issues which can lead to injuries. This can happen both in men and women. Though you must not take this to the notion of avoiding certain activities it is just that you have to show precaution while you are performing them. When it comes to activities based on a rigid plane of motion such as weight lifting, press-ups, men tend to perform better. Women on the other hand are good at activities that require diagonal planes of motion such as yoga, spinning and Pilates which seem to be much more injurious when men perform them. Women however are more prone to injuries than men because of their menstrual cycle during which the hormones increase the looseness of joints.

3. Hire a professional trainer

The third rule which is the most important is to hire a professional. Having a professional to assist your workout can be quite useful when it comes to avoiding injury. A qualified trainer will be able to help you align your body properly during the workout. Exercise injuries mainly occur due to bad posture and hence a good professional trainer can go a long way in helping a person stay away from exercise injuries. Also expert advice can help you stay away from wrong workouts for ones body type. A person who has enough experience in this field can obviously understand more about your body conditions and thereby can suggest the right workouts that you have to practice. Also he will be able to help you make your routines moderate so that you do not overdo any exercise. The trainer will be able to make you understand the importance of pacing the exercises, increase in weights and rest periods properly and will also be able to help your muscles heal properly with the right programme.

4. Act according to your age

The fourth step towards weight training without injury is to learn to behave your age. It is always a possibility that you might return to exercising after a long gap and by habit might start working out on the program that was given to you before. This is where you might end up with serious muscle injuries as the body after such a long time is subjected to sheer pressure. Doing too much for too long can often lead to injury. The shoulders are the ones that are very much prone to injuries and this is the case with old sports men and women who try to return to their old times. A fitness injury in the shoulder mostly occurs when too much force is applied on the shoulder joint or the muscles are made to work in a misaligned way.

5. Take things slowly

The fifth rule expects you to warm up and take things slowly. Irrespective of the fitness activity that a person is involved in it is necessary that he or she takes things slowly. Building up pace slowly is the key to effective workout. Also you have to understand the importance of warm-ups. Though initially warm-ups might look tiring the main reason why it is a must is because it helps the muscle handle stress better so thereby reducing the risk of injuries.

6. Do it again & again

The sixth step is something that you must have heard about over and over again. Doing an exercise over and over again can evidently lead to you doing it perfectly but according to experts it can lead to a lot of injuries. Overuse and repetitive use of the same muscles can lead to injuries such as never-ending muscle sores. Varying workouts everyday is a very good solution to such problems. Also one must make sure that adequate rest is given to the muscles before workouts to ensure injury less workouts.

(AP) ? Jerry Sandusky's son told police he was sexually abused starting when he was 8, a decade before the former Penn State assistant football coach adopted him, according to a police interview recording obtained by NBC News.

Matt Sandusky, who was adopted by Jerry Sandusky as an adult, described for investigators showering with the ex-coach and trying to avoid being groped in bed. He also said he was undergoing therapy, that his memories of abuse were only now surfacing and that he was coming forward so his family would know what happened.

"If you were pretending you were asleep and you were touched or rubbed in some way you could just act like you were rolling over in your sleep, so that you could change positions," the now-33-year-old Matt Sandusky said in an excerpt played Tuesday on NBC's "Today."

His attorneys confirmed the recording's authenticity to The Associated Press.

"Although the tape was released without Matt's knowledge or permission, it illustrates that he made the difficult decision to come forward and tell the painful truth to investigators despite extraordinary pressure to support his father," lawyers Justine Andronici and Andrew Shubin wrote in a statement.

The same lawyers issued a statement Thursday saying Matt Sandusky had been abused and had spoken to investigators during his father's trial. The next day, Jerry Sandusky was convicted on 45 criminal counts stemming from the abuse of 10 boys, all of whom he met through his charity for at-risk youth, The Second Mile.

Matt Sandusky met the man who would eventually adopt him through the same organization.

Jerry Sandusky, who has five other adopted children, hasn't been charged with abusing his son.

Matt Sandusky sat with the ex-coach's wife, Dottie, on the first day of the trial, but left after hearing one of the accusers testify. His attorneys have said he reached out to them while the trial was under way, saying he wanted to talk to prosecutors.

Messages left for Sandusky's other children were not returned.

On the police recording, Matt Sandusky says he was sexually abused off and on between the ages of 8 and 15. While being questioned by an investigator, he says Jerry Sandusky would blow raspberries on his stomach and touch his genitals.

Those acts were similar to ones described by other victims who testified against Sandusky.

One of the accusers also said Matt Sandusky was living at the Sandusky home at the time he stayed there overnight and testified that Jerry Sandusky came into the shower with the two boys and "started pumping his hand full of soap." Matt Sandusky shut off the shower and left, appearing nervous, the witness said.

In the recorded interview, Matt Sandusky was asked if he recalled engaging in oral sex or being raped by the former Penn State coach, Matt Sandusky says "at this point I don't recall that."

He is heard on the tapes as saying that he had tried to escape from Sandusky and also had attempted suicide at one point.

"I know that I really wanted to die at that point in time," he said.

Matt Sandusky's abuse allegations date as far back as the late 1980s, about a decade before the allegations on which Jerry Sandusky was tried.

Last week, Travis Weaver, now 30, told NBC he was abused by Sandusky as early as 1992. His lawyer, Jeff Anderson, said he represents more Sandusky victims that have not yet gone public.

The attorney general's office declined to comment about Matt Sandusky's claims or whether they would result in more charges. Attorney General Linda Kelly has maintained that the investigation into Sandusky is ongoing.

Matt Sandusky was prepared to testify against his father, lawyers have said. Defense attorney Joe Amendola has said that prosecutors told the defense that if Jerry Sandusky took the stand, Matt Sandusky would have been called as a rebuttal witness.

Another defense attorney, Karl Rominger, told the AP he and Amendola heard the tape before deciding not to put Jerry Sandusky on the stand.

He said that Matt Sandusky, on the tape, makes "allegations that directly contradicts sworn testimony .... directly contradicts police statements he'd given previously, directly contradicts public statements and absolutely contradicts everything his family knows."

A message seeking comment from Amendola was left by AP on Tuesday at his office.

Afterward, Judge John Cleland issued an order prohibiting the defense attorneys from disclosing any material given to them by prosecutors that was not introduced at trial. It also gave Sandusky's attorneys 10 days to provide the court with an inventory of all discovery materials that were distributed to any member of the defense team or other person.

Explaining why he decided to come forward after publicly standing by his dad, Matt Sandusky said it was for his family, "so that they can really have closure and see what the truth actually is. And just to right the wrong, honestly, of going to the grand jury and lying."

Jerry Sandusky, 68, is under observation at the Centre County jail, where he is being kept away from other inmates pending a psychological review that will help determine the next step toward his sentencing in about three months.

Rominger said Sandusky is adamant about his innocence.

Looking for a good deal? On the go? With minimal effort? Groupon, the groundbreaking online couponer, released a revamped app this month that makes finding and using good deals pretty effortless. Groupon 2.0 for Android's new interface is clean, bright, and Ice Cream Sandwich-y with lots of layers and scrolling, but it doesn't scroll smoothly. From what I've read in other comments and forums, my Samsung Galaxy Nexus is not alone.

What's Groupon?
For the uninitiated, Groupon is one of the most popular destinations for coupons on a wide range of products, ranging from restaurants to massages. There are two types of deals: 'Daily' and 'Now!' 'Daily' deals are offered for a few days and expire within several months, and are only activated when enough people purchase the deal (typically the next morning). 'Now!' deals can be used immediately, but they can only be redeemed within a set time frame. However, if you don't get a chance to use the deal, Groupon will refund you. ?

Pasha Adam: In Defense of Weeds

Weeds is a show that seldom gets the credit it deserves. When it premiered in 2005, Weeds's immediate critical and commercial success helped establish the viability of a new kind of half-hour dramedy, one that has since become a staple of premium cable.

Creator Jenji Kohan managed to construct a template that allowed for a comedic exploration of serious subject matter, underpinned by a dedicated character study of Weeds's anti-heroine Nancy Botwin. While this template has been applied to other shows to various degrees of critical and commercial success to shows like Californication, United States of Tara, Nurse Jackie and House of Lies it certainly marks a refreshing change from the traditional expectations of what a comedy and a drama should be.

Weeds was a comedy that didn't rely on a joke every twenty seconds. And it was a drama that didn't have to be earnest with constant stakes -- not that it lacked them. It is because of this that Weeds probably lost a few fans along the way. Most who prefer the earlier seasons cite the show's move away from the satire of suburban living as a reason why. When the show exhausted the suburbs and moved beyond them, exploring other areas of the drug business and began peeling back the layers of Nancy Botwin's character, many became disgruntled that the show had changed. As quick as TV viewers are to turn their back on a show for staying the same, they're even quicker to jump ship when it changes.

It was more than just the change to the show's premise that upset people though. t was the perceived changes in Nancy Botwin herself. People claimed she got more and more selfish as the show went on and was no longer the sympathetic suburban widow, selling weed to support her family, that she was in the first season. First, I've never been one who has to like, sympathize or empathize with a character to find them compelling -- it's nice to like them, don't get me wrong, but it's not a must (and in this instance, I do like Nancy Botwin). Let's look at Nancy Botwin in perspective. Her husband dies and she starts selling weed to make money. She was never, ever your 'everywoman' protagonist. The vast majority of widowers don't turn to illegal activities to make ends meet. Selling drugs isn't a normal reaction to losing a husband. And from that I extrapolate that Nancy Botwin was never a normal person.

I think the show should be praised for digging beneath the surface of its lead character to explain her behavior. And I think the slow reveal that Nancy was always a self-centered danger junkie during season five was a stroke of genius. This subverted our opinions of the more restrained Nancy we met in season one, who by all accounts had been subdued by fifteen years of living an happy life as a suburban housewife. It didn't take long after her husband's death for Nancy to free herself from the constraints of normalcy and return to her old ways. This was a gradual process that begun with her becoming a drug dealer and took full effect when she deeply involved herself, personally and professionally, with a Mexican crime syndicate in season four.

Weeds has always been a tragedy. And not because it's about a woman who tried to support her family after the untimely, sudden death of her husband. No, it's tragedy lies in the fact that Nancy Botwin is still struggling to keep her family together in spite of her true nature. The main conflict in Weeds isn't generated by law enforcement, rival dealers, Mexican crime syndicates or mysterious snipers; instead the main conflict is far more universal and it's Nancy's desire to be the good mother/person she knows she can be versus a compulsion to be the self-centered, danger junkie she actually is. It's a shift between external conflicts, which are easier for viewers to monitor, and internal conflicts, which are less easy to follow -- unless clearly signposted by the writers -- and less easy to sympathize with as viewers develop a "get over it" mentality towards the characters (see: House and Buffy season six and seven). Breaking Bad gets away with focusing on Walter White's internal struggle because it was built into the show from the pilot, whereas with Weeds it didn't take the forefront until much later and so many of its existing viewers were unable to adapt to the paradigm shift. (And make no mistake about it, Vince Gilligan pre-empted Internet backlash by divulging/spoiling the Mr Chips to Scarface arc for Walter White early on. If he hadn't, people would've bitched about that show in droves from the season two finale onwards.)

Returning to Weeds, the focus on Nancy's internal conflict was most clear in season five when her indecisiveness, passivity and poor decision-making took the forefront. As frustrating as this may be for viewers to watch, it's a valid character arc for writers to explore as long as the writers are aware of it and the Weeds writers always have been. Granted, some shows aren't as self-aware of this internal struggle as Weeds and subsequently fail to address it, stretching an audience's patience for that kind of storytelling (see: Veronica Mars season two and three, Californication, Dexter, Nip/Tuck).

With this in mind, Weeds embarks on its final season this coming Sunday. Nancy Botwin and her family are returning to the suburbs and I'm looking forward to seeing how the Botwins, and Nancy in particular, re-adjust to suburban living after everything that's happened after they left Agrestic. If you became disenchanted with Weeds at any point during the last few years but are going to tune in for the final season, I'd like to ask you to try watching it from a different perspective. Weeds never stopped being a good show; it just became a different kind of good show.

The Palestinian militant was killed in an Israeli air strike in northern Gaza, medical officials said. Israel confirmed the strike without providing further details, and denied a report that a six-year-old Palestinian boy had also been killed in an air strike.

The Israeli strikes followed the worst rocket assault in six days of fighting. Shrapnel from a rocket into the Israeli town of Sderot wounded an Israeli man in the neck just as he was trying to enter a concrete shelter.

After a relatively calm period, more than 150 rockets have been fired into Israel in the past week, the military said.

At least 15 rockets were fired at Israel on Saturday, nearly three times as a day ago, and at least six others were intercepted by the Israeli missile defense system, the military said.

Israel's military chiefs scheduled urgent consultations to weigh a "course of action", a military spokeswoman said. Israeli authorities also urged the roughly 1 million Israelis who live in the south to stay indoors or close to fortified shelters.

"Israel cannot be silent in the face of the recent days' events," Civil Defence Minister Matan Vilnai said in remarks released by his office.

"We regard Hamas as fully responsible for everything that is happening in the Gaza area. Israel is acting, and will continue to act, with a strong hand against those terrorists who want to escalate the situation in the area," Vilnai said.

HAMAS VOWS TO 'SMASH' ISRAEL

Hamas's military wing, which had not claimed responsibility for any of the rocket fire in the past few days, said it was "ready to smash the Israeli arrogance in response to its aggression".

Hamas medical officials said a six-year-old Palestinian boy had been killed in an air strike and a that a baby had been hurt in a separate raid near the Egyptian border.

Israel denied involvement in hurting either of the children.

Lieutenant Colonel Avital Leibovich, an Israeli military spokeswoman, said on Twitter that the report of Israeli responsibility in the death of the six-year-old was the result of "false rumors" and that the boy had died due to an explosion of ordnance belonging to Palestinian militants.

Another Israeli military spokeswoman said she had no report of any air strikes in Rafah, where the baby was reported to have been hurt.

Israel confirmed its aircraft had struck three militant targets in Gaza in at least two predawn raids.

Nobody in Gaza claimed responsibility for the rocket fire at Israel, but a security source said the missiles had been launched by members of a fringe Salafi group sympathetic to al-Qaeda, two of whose militants were killed in Israeli raids on Friday.

Israel blamed the Salafis for Monday's cross-border raid from Egypt, after which Israel launched punitive air raids on nearby Gaza, killing 11 Palestinians, many of them militants but also including a 14-year-old boy.

Hamas militants had conditionally pledged to adhere to the truce brokered by Egypt if Israel also held fire. Israel never formally commented on the deal but its officials have pledged to respond to any rocket fire from Gaza.

Cairo has brokered such deals in the past and stepped in this time fearing the violence, which coincided with a hotly contested presidential race in Egypt, could spiral out of control.

Report: Calif. to get seas rising 6 inches by 2030

The West Coast will see an ocean several inches higher in coming decades, with most of California expected to get sea levels a half foot higher by 2030, according to a report released Friday.

The study by the National Research Council gives planners their best look yet at how melting ice sheets and warming oceans associated with climate change will raise sea levels along the country's Pacific coast. It is generally consistent with earlier global projections, but takes a closer look at California, Oregon and Washington.

Although the 6 inches expected for California by 2030 seem minor, the report estimated that sea levels there will be an average of 3 feet higher by 2100. About 72 percent of the state's coast is covered by sandy cliffs, and the rest include beaches, sand dunes, bays and estuaries.

Seaside cliffs will be cut back about 30 yards over the next 100 years, and sand dunes will be driven back even more, said Robert A. Dalrymple, a professor of civil engineering at Johns Hopkins University and chairman of the group that wrote the report. After about 50 years, coastal wetlands will eventually be overwhelmed without new sources of sand or room to move inland.

That could be problematic in Northern California, though, since dams hold back about a third of the sand that once washed into the sea there from the Klamath River, the report noted.

Northern California, Oregon and Washington can expect a less dramatic increase ? about 4 inches by 2030 and 2 feet by 2100 ? because seismic activity is causing land to rise north of the San Andreas Fault, offsetting increasing sea levels, and drop south of it. The fault runs out to sea at Cape Mendocino.

Oregon has the advantage of tough basalt formations on much of the coast, but long stretches of Washington are low-lying sandy beaches.

"Anything close to the seas is vulnerable," Dalrymple said.

Sea levels rise for two reasons due to global warming. Warmer water expands, which can cause as many as 23 inches of sea level to rise by 2100, according to the Nobel Prize-winning Intergovernmental Panel on Climate Change. Warmer temperatures also cause ice sheets in Greenland and west Antarctica to melt, adding another foot or more to sea levels by 2100, scientists said.

Those estimates, however, were for the planet as a whole. Some places will see higher seas, while others will get less dramatic increases.

Globally, sea levels have risen about 8 inches over the last century, but the rate is increasing significantly, said Gary Griggs, one of the scientists assembled to produce the report.

The most immediate threat over the next few decades will come from periodic ocean-warming El Nino events, said Griggs, who also is the director of the Institute for Marine Sciences at the University of California at Santa Cruz.

"During those events, sea level is elevated as much as a foot above normal and then we've got typically larger waves coming in with the high tides," particularly in the Northwest, he said.

Storms during El Ninos in 2009 and 2010 ate away 40 feet from cliffs on the ocean side of San Francisco, leaving paved parking lots hanging over the void, said Ben Grant of the San Francisco Planning and Urban Research Association. The organization is promoting a strategy that would allow the ocean to have its way in some areas, shield others with rocks, and dump new sand to maintain beaches.

The report noted that some computer models suggest storms will be stronger as global warming progresses. But Dalrymple said there was no clear consensus in scientific literature, and data from buoys don't go back far enough to conclude that wave sizes were continuing to grow in the Northwest.

If a major earthquake occurs beneath the Pacific Ocean off Oregon and Washington, in what is known as the Cascadia subduction zone, that would cause the land to drop, allowing sea level to rise another 3 to 6 feet immediately, the report said. Such a major temblor occurred 300 years ago, but becomes more likely as time passes.

In Long Beach, Wash., a town on a sandy spit at the mouth of the Columbia River, residents are more concerned about the prospects of a tsunami from such an earthquake, Mayor Bob Andrew said.

A dune separating the town from the ocean has been growing in recent years, making sea level rise less of a concern, he said.

The report was commissioned by states and federal agencies looking for detailed information so they can plan for an accelerated rate of erosion along beaches, bluffs and sand dunes that are already crumbling into the sea. In Oregon, Greg Sieglitz, a monitoring program manager at the state Watershed Enhancement Board, said they helped sponsor the study to help them evaluate land purchases of coastal wetlands.

The report differed slightly from projections currently used by California officials, with the newer study estimating lower sea levels in 2100. The study summarized published projections and updated it with an analysis of tidal gauge readings and satellite measurements along specific sites on the West Coast.

Susan Hansch, chief deputy director of the California Coastal Commission, said that "a lot of the data we had before was worldwide data or has the caveat, 'Can't be used for planning purposes."

"It all comes down to the better data you have, the better decisions you can make," she said.
