Mexico, Philippines Sign Customs Pact

By RAYMUND F. ANTONIO

MANILA, Philippines ? Taking serious steps to become a ?trade facilitation? agency, the Bureau of Customs has signed an agreement with its counterpart agency in Mexico on Friday at the historic landmark Manila to boost trade, border control and protection between the countries.

Customs Commissioner Ruffy Biazon and Mexican Customs General Administrator Gerardo Perdomo have agreed to have a Mutual Administrative Assistance on Customs Matters.

The agreement signing was witnessed by Mexican Ambassador to the Philippines Javier Calvillo Unna and Foreign Affairs Secretary Alberto Del Rosario.

?While this event will definitely be a big boost to the country?s trade with Mexico, this also confirms our long and strong ties with the Mexicans,? Biazon said.

Biazon said the trade between the Philippines and Mexico ?goes well beyond the old galleon trade days.?

Under the Agreement, the two countries will move towards strengthening of the application of Customs laws and the conduct of investigation and information sharing that will curb smuggling activities.

?The agreement practically tightened the customs operational procedures between the Philippines and Mexico. This would eventually translate in more efficient revenue collection for all trade between the two countries,? Biazon said.

Apart from border protection, Biazon pointed out that the mutual cooperation with their Mexican counterpart is part of the BOC?s overall plan to enhance the country's trade facilitation with the global economy.

The ?force of resistance? in the reforms being implemented by the BOC has hampered not only its efforts to restore public's trust in the agency but it has also posed a negative impact in trade facilitation.

The BOC has been faced with many challenges to become a trade facilitation agency such as the ?undue bureaucratic red tape.?

?In my eleven months in the BOC, I have discovered that reforms are not that easy to implement, since the force of change is immediately faced with the force of resistance,? said Biazon.

These obstacles, he said should not make the transfer and movement of goods difficult under international agreements and local laws.

The BOC is actually tasked to provide the balance between revenue collection, border protection and trade facilitation.

It is a balancing act however that the BOC appears to have not perfected yet.

Double-star system hosts planets

A new study shows that planetary systems can form and survive in the chaotic environment around pairs of stars.

A team reports in Science the discovery of two planets orbiting a pair of stars - a so-called binary.

Gravitational disturbances generated by stellar pairs are thought to be very severe for any orbiting planets.

Nasa's Kepler space telescope found two small planets around a pair of low-mass stars.

Such systems have particular significance for science fiction fans. In the Star Wars films, Luke Skywalker's home planet of Tatooine orbits a binary star.

The planetary system, known as Kepler-47, is located roughly 5,000 light-years away, in the constellation Cygnus.

It contains a pair of stars whizzing around each other every 7.5 days. One star is Sun-like, while the other is about one-third the size of its neighbour and emits just one 175th as much light.

Circling the stars is an inner planet about three times larger in diameter than the Earth, and an outer planet that is just slightly larger than Uranus.

Kepler Space Telescope

  • Stares fixedly at a patch corresponding to 1/400th of the sky
  • Looks at more than 155,000 stars
  • Has so far found 2,321 candidate planets
  • Among them are 207 Earth-sized planets, 10 of which are in the "habitable zone" where liquid water can exist

The inner planet - dubbed Kepler-47b - takes 49 days to complete an orbit, while the outer planet - Kepler-47c - takes 303 days.

The orbit of the outer planet places it in the so-called "habitable zone", the region around a star where it is neither too cold nor too hot for liquid water to persist on the surface of a planet.

While the outer world is probably a gas-giant planet and thus not suitable for life, its discovery establishes that these "circumbinary" planets can, and do, exist in habitable zones.

A handful of single circumbinary solar systems have been discovered before, but this is the first known example of more than one planet around a pair of stars.

It is thought that gravitational perturbations generated by the binary could either toss planets out of the system, into one of the stars, or fling them into devastating head-on collisions.

"Kepler-47 shows us that typical planetary architectures, with multiple planets in co-planar orbits, can form around two stars," said co-author Joshua Carter, from the Harvard-Smithsonian Center for Astrophysics.

"We've learned that circumbinary planets can be like the planets in our own Solar System, but with two suns."

Prof William Welsh, from San Diego State University, who presented the work at the International Astronomical Union (IAU) meeting in Beijing on behalf of the Kepler Science Team, said: "The thing I find most exciting... is the potential for habitability in a circumbinary system.

"Kepler-47c is not likely to harbour life, but if it had large moons, those would be very interesting worlds."

The Kepler space telescope discovered the planets by measuring the tell-tale drop in brightness they cause when they transit (eclipse) their host stars.

Spectroscopic data from telescopes at McDonald Observatory in Texas enabled the absolute sizes of the planets to be measured.

Futurity.org ? College students unplug from political news?

The vast majority of students in the study reported that while they were registered to vote and plan to vote in the November election, they said they'd be more likely to pay attention to politics if they saw the direct relevance of the election to their lives. And most didn't make a significant connection. (Credit: iStockphoto)

U. MARYLAND (US) ? College students appear to have little interest in consuming or sharing news about the US presidential election, a study suggests.

Researchers asked 200 undergraduates about how they consumed political news. Students wrote time-stamped diary entries about when they tuned into election coverage as well as news about campaign issues (health care, the economy, etc.)?and when (if at all) they discussed politics with others.

Students reported that while they do follow political news, they ?really don?t follow it that much,? as one student summarized. ?When I do,? that student reported, ?I just read it and move on and do not really share or discuss it so much with my friends.?

?In between classes, I checked Google news,? wrote another student.

Elia Powers, lead investigator, notes that the findings suggests that ?Any political news students get is in a rush, often while they are in the midst of doing something else, and taken in very small doses.?

Results from the study highlight how little time college students?even those at school inside the Washington, DC Beltway?spend following political news. In fact, the majority of students spent 30 minutes or less over the three-day period before, during and after Super Tuesday following political news.

?I briefly looked through the CNN website and BBC,? wrote one student. ?Today, I sporadically checked the New York Times on my phone and watched MSNBC on TV about the election,? said another.

?This morning when I woke up at 10 a.m. I had a text message from my dad asking if I was going to be watching the news later to see the results of Super Tuesday. This was the only time so far today that I talked politics for a couple of minutes,? wrote a third.

The study and its accompanying survey tracked how students accessed the political news they did get.

?We discovered that students most commonly get their political news through the computer, followed by cell phone and word of mouth,? says Powers. ?News aggregators were the most popular news platforms, largely because students said sites such as Yahoo! News can be read at a glance and send them news alerts?both traits catering to their passive news consumption.

?Students appear willing to scan political news that they stumble upon, but they don?t go out of their way to search it out.?

Nearly half of students in the study didn?t use Twitter at all, but many of those who did said they ?relied heavily? on it for political news. ?I woke up at 11,? wrote one student, ?and checked Twitter to see that Super Tuesday was trending again.?

The study?s results suggested that Twitter users view the platform as a first-alert system?in much the same way as non-users tap into the alert system from Yahoo! and Google. Almost no one reported tweeting about politics themselves, but a number admitted passing on satirical tweets about the election or specific candidates.

Facebook, surprisingly, did not significantly factor into students? political news-gathering or engagement. While more students reported they visited Facebook than they did Twitter, fewer said they relied heavily on it for political news.

Cable networks for breaking headlines proved relatively popular on the night of Super Tuesday and students also mentioned watching The Daily Show and The Colbert Report. Yet the most frequently mentioned sources of political news were content originators, such as the New York Times, Washington Post, and CNN?in other words, much the same sources as the students? parents use.

The study also identified the issues college students said were of greatest interest to them: the economy, education, and social issues such as gay marriage and abortion. Still, students over the three-day period spent very little time even discussing these hot-button issues.

As one student confessed: ?Other than some Tumblr posts, I have not engaged in any political discussions.?

One explanation for students? overall lack of political engagement during this study was that only 28 students in the study identified themselves as Republicans?and this year?s Super Tuesday focused on the selection of the Republican candidate for president.

However, even among those students who did self-identify as Republicans, few reported greater engagement with politics than the student Democrats supporting President Obama. Wrote one Republican on the day before Super Tuesday?s primaries: ?I received a text message from my friend informing me that Mitt Romney picked up yet another Republican endorsement and that polls suggested Romney has caught up with Rick Santorum in Ohio. As a Romney supporter, I was thrilled to hear the news.?

But in a later blog post, the same student wrote: ?I have still not checked anything based on politics today, but have watched a good amount of sports-related news.?

In fact the vast majority of students reported that while they were registered to vote and plan to vote in the November election, they said they?d be more likely to pay attention to politics if they saw the direct relevance of the election to their lives. And most didn?t make a significant connection.

Scientists tell us that multitasking is not a normal behavior in humans ? which is why most people are not very good at it. Performance tends to suffer as multitasking increases, especially if the different tasks require the same cognitive functions.

That?s why you must turn all extraneous devices off so you can devote your full attention to the tasks before you.

However, there are ways to simplify your workload by multitasking ? if you can create certain situations where you can maximize your productivity. Here are eight easy strategies that can be incorporated into anyone?s daily routine.

  1. Plan ahead. Make a to-do list to see what you need to get done in a given day. If there?s a lot on your plate, consider making a rough schedule that shows when you plan to address all of your tasks. This will give you an idea as to when you can get the most done.
  2. Eliminate diversions. It takes enough mental energy to focus on multitasking without being distracted by email, social media, or text messages. That?s why you must turn all extraneous devices off so you can devote your full attention to the tasks before you.
  3. Categorize what needs to be done. Some tasks require full concentration without disruption. Others can be completed even with frequent interruptions (like a ringing telephone). Figure out which categories your to-do items fall into and then work on them during the appropriate times of day.
  4. Find compatible tasks. The secret to multitasking is finding things that can be done simultaneously. Examples include making a VoIP call to your relatives while folding clothes, picking up dry cleaning on the way home from dropping off the kids at school, or paying bills while baking cookies for the scouting event.
  5. Alternate tasks. Oftentimes, there are tasks that can be done at the same place but require individual consideration. So learn to alternate these kinds of jobs ? like filing forms and cleaning out desk drawers, or dusting and vacuuming a room.
  6. Don?t get drawn into unnecessary activity. Stay focused on what needs to be completed, and don?t get sidetracked by other unimportant needs that may arise. For example, if you?re writing a report on your computer, don?t waste time organizing your document files ? that can be accomplished on another day.
  7. Find smaller projects. There are plenty of ?little things? that you can do when small chunks of time open up during your day (like when you?re waiting at the doctor?s office or standing in line at the grocery store). These may include organizing your smartphone apps, confirming reservations, or studying for a class.
  8. Practice! Even though multitasking is not a natural skill, it can be learned. So like anything else, you?ll only get better with practice. Start with simple, easily compatible tasks and work your way up from there.

5 Tips to Become a Better Bass Fisherman

August 28, 2012 10:00 AM Text Size: A . A . A A lot of guys sort of know how to catch large-and smallmouth bass. But the anglers in Bassmaster pro tournaments obsess over the details because landing one extra fish can mean big money. Here are five tips from the best.

DON'T GET COMFORTABLE

The first thing amateurs do wrong, they say, is fall in love with their favorite fishing spot and go-to lure. Remember the 7-pound bass you caught in that magical bay using a plastic worm while wearing your dad's lucky Brooklyn Dodgers cap? Coincidence. "I won't spend more than 10 minutes in the same spot fishing the same way, unless I've gotten a positive response," says Kevin VanDam, a seven-time Bassmaster Angler of the Year.

RELISH GRAY DAYS

"Bass are low-light predators," says Kevin VanDam. Go fishing "when the wind is blowing or it's cloudy, or just early in the morning or late in the evening." In low light a bass may chase a lure that is 20 feet away.

AGITATE YOUR FISH

Bass don't always bite because they're hungry. "A lot of times it's a straight aggressive reaction because you annoyed him," says VanDam. Drop the lure near the fish and move it erratically.

REEL IT IN SLOWLY

"Most amateurs fight a fish way too hard from the get-go," 2009 Bassmaster Classic champion Skeet Reese says. "They never stop reeling and they break a fish off." But don't allow the line to go slack. That can let the fish spit the lure.

... OR JUST CHEAT

The Alabama five-lure rig was banned from big tournaments earlier this year. It just made catching bass too easy. Now, there's no need to tell your fishing buddies that, but do check local rules on multilure rigs.

TSA: Boston bag screeners distracted by cellphones

BOSTON (AP) ? The Transportation Security Administration has moved to fire six bag-screeners and suspend 14 others at Logan International Airport in Boston for performing inadequate luggage checks, some because they were distracted by their cellphones or other electronic devices.

The moves were prompted by a routine audit that showed some officers were not paying close attention to monitors that display the contents of each bag passing through an explosives-detection machine. Those screeners were distracted by their phones or other devices and are being recommended for unpaid suspensions ranging from three to 14 days.

The six employees the TSA is seeking to fire are accused of ignoring protocol to hand-inspect bags that trigger alarms. When screeners are unable to determine what set off the alarms, they are supposed to take the bags into a separate screening room for inspection.

The TSA said no dangerous materials got through the detection system. The Boston Globe first reported the disciplinary actions.

The employees, who all worked in the same baggage room, have a week to appeal.

"All TSA employees are held to the highest standards of conduct and accountability," the agency said Tuesday in a statement. "These standards are critical to our work and TSA's commitment to the safety of the traveling public."

The agency said the actions and not related to an investigation into allegations of racial profiling by TSA behavior-detection officers at Logan.

The bag-screening lapses were discovered during a routine audit in which managers reviewed closed-circuit television video to see when alarms were triggered and how workers handled the events. The workers facing termination or suspension were told Monday.

New Chubb Insurance Solution for Health Care Organizations ...

WARREN, N.J., Aug. 27, 2012 /PRNewswire/ -- The Chubb Group of Insurance Companies has introduced insurance coverage to help small to mid-size health care organizations manage some of their biggest exposures.

ForeFront Portfolio 3.0(SM) for Health Care Organizations offers eight optional coverages, including cyber liability insurance for the costs associated with data breaches and directors and officers liability (D&O) insurance, which can respond to allegations of health care fraud and abuse. The six other coverage options include employment practices liability, fiduciary liability, crime, kidnap/ransom and extortion, workplace violence expense, and employed lawyers liability insurance.

"Many health care organizations are not adequately prepared to fend off a data breach, which exposes them to fines and penalties of up to $1.5 million per year under the Health Information and Technology for Economic and Clinical Health Act," said Beth Strapp, vice president and health care product manager for Chubb Specialty Insurance. "ForeFront Portfolio's cyber liability insurance can provide customized coverage for crisis management and privacy notification expenses, data breach-related fines and penalties, and legal defense costs."

Increasingly, health care organizations also are being accused of filing fraudulent claims with Medicare and Medicaid, Strapp added. ForeFront Portfolio's D&O insurance may cover defense costs and certain fines and penalties as a result of an investigation, subpoena, search warrant or other types of inquiry into such an allegation, regardless of whether a civil lawsuit is filed.? "This is an important feature of Chubb's new insurance product since coverage is triggered under most other insurance policies only when a civil proceeding is brought," said Strapp.

Chubb's health care insurance solution also includes access to a variety of loss prevention services. The online Health Care Zone(SM) at ChubbWorks(SM)offers risk management information and tools to help reduce D&O, employment practices liability and fiduciary liability exposures.?

Cyber liability customers are able to access Chubb's eRisk Hub, an online cyber risk management platform. They also can obtain partial reimbursement for costs associated with hiring a Chubb-approved cyber loss prevention consultant. Similarly, employment practices liability customers can be referred to appropriate loss prevention experts and receive a partial reimbursement of those costs. Crisis management services are available to help manage a workplace violence, kidnap/ransom or extortion incident.??

The member insurers of the Chubb Group of Insurance Companies form a multi-billion dollar organization providing property and casualty insurance for personal and commercial customers worldwide through 8,500 independent agents and brokers. Chubb's global network includes branches and affiliates throughout North America, Europe, Latin America, Asia and Australia.

Hosting Your Wedding at a Distinctive Venue in MA Sets Your ...

A great number of couples preparing their wedding in MA are typically looking for a special space to host their ceremony and reception. I wanted to take some time and interview among the most special spaces I've noticed so far, Oceans Explorium at New Bedford Seaport in MA. Abbey Sparro, the Education and Events Coordinator at Oceans Explorium took some time to introduce us to this actually inventive wedding venue. jilbab zoya

For everyone who hasn't had the possibility to check out you, what would guests expect to view and knowledge in the Ocean Explorium?

Ocean Explorium: One's very first impression upon entering the Ocean Explorium will be the magnificent space - the former New Bedford Institution for Savings Bank lobby may be a marble-lined Great Hall with soaring ceiling and fabulous arched windows. Second - the exhibits, having a 24 sq ft Blue Ocean Cube surrounded with aquaria and media booths. To the proper, a cluster of touch tanks invites interaction. End-wall murals by famed local artist Arthur Moniz depict a Salt Marsh plus the Operating Waterfront of New Bedford harbor. A winding marble stair, exquisite etched vault doors and opulent architectural appointments make this space rather special. jilbab zoya zo1

Ocean Explorium is such a special and inventive venue to get a wedding. Are you able to describe the space available for couples to utilize either for their ceremony, cocktail hour or reception?

OE: The Great Hall can be configured in a number of ways: for instance, guests are seated before the Salt Marsh mural as the bride descends the marble stairs for the ceremony. The reception begins with cocktails in the Ray and Shark touch tank, followed by dinner in the adjacent Education Center. Finally, all return towards the Great Hall for dancing. jilbab zoya zo2

What sort of access do guests need to the living exhibits at Ocean Explorium and what sort of staff is necessary to become there in the time of their wedding?

OE: Generally, staff and volunteers are on hand for all events. Guests are welcome to mingle amid the exhibits. Ocean Explorium educators interpret the touch tanks for guests even though volunteers are available for logistical assistance.

What can a couple expect from Ocean Explorium when it comes to assist preparing their wedding?

OE: Abbey Spargo or her designee will meet with the couple to help them make a memorable occasion. The Ocean Explorium provides a number of choices and further services, even though Russell Morin Fine Catering gives you food and beverage guidance and can advise on occasion rentals.

Are couples able to possess a dance floor and reside band or DJ at Ocean Explorium?

OE: Totally! We have hosted individual and groups of singers, jazz combos and a blues band. Any specialist musician or D.J. can set up a sound technique to operate in our space.

Are there any further products that the couple could must rent? For example, are tables, chairs, linens, china etc. integrated with your location?

OE: The Ocean Explorium has padded folding chairs to get a ceremony if requested only. Something else would need to be supplied or rented, either by way of the caterer or an occasion rental vendor.

Ocean Explorium has an exclusive partnership with caterer, Russell Morin Fine Catering. What happen to be some reviews that you've heard back from couples on how very easy they're to operate with? Do you typically have couples request to bring their own caterer and what is your reply?

OE: Our relationship with Russell Morin Fine Catering is advantageous because of their depth of knowledge and breadth of offerings. Their staff functions with couples to make sure every thing is best. This arrangement will not permit exceptions for social events.

Give us certainly one of your preferred memories of working having a couple to program their wedding with you.

OE: We had a good deal of entertaining working having a couple who wanted a slide show of photographs from their courtship projected on our focal exhibit, the Science on a Sphere?. Guests can sit in the Blue Ocean Cube and appreciate the show, producing another level of sharing and celebration.

What has been the feedback from couples and their guests about getting their wedding in such a special space?

OE: We have had a good a lot of superb comments, in particular from guests who had in no way been towards the Ocean Explorium and didn't know pretty what to expect! Most say they program to return with their children and their grandchildren.

What tips would you give couples preparing their wedding in a inventive venue, either at Ocean Explorium or anyplace else that's not your common reception hall?

OE: We prefer to think we present just about every thing a couple could need to have - anything old, anything new, and anything blue!

BEIRUT (AP) ? Row upon row of bloodied bodies wrapped in colorful blankets laid out on a mosque floor in a Damascus suburb. Long narrow graves tightly packed with dozens of victims. Nestled among them, two babies were wrapped in a single blood-soaked blanket, a yellow pacifier dangling beside them from a palm frond.

Evidence mounted on Sunday of a new massacre in Syria's deepening civil war, with activists reporting a killing spree by government forces after they seized the suburb of Daraya from rebel control three days ago. Reports of the death toll ranged from more than 300 to as many as 600.

Video footage posted by activists showed lineups of corpses, many of them men with gunshot wounds to their heads. During mass burials on Sunday, bodies were sprayed with water from hoses ? a substitute for the ritual washing prescribed by Islam in the face of so many dead.

The gruesome images appeared to expose the lengths to which the regime of authoritarian President Bashar Assad was willing to go to put down the rebellion that first broke out in March last year.

In an ominous commentary, Assad was quoted by his official media as saying his regime would carry on fighting "whatever the price."

"It is clear that was collective punishment," Khaled Al-Shami, an activist from Damascus, said of the killings in Daraya. "I am certain that the coming days will reveal more massacres, but by then others will have taken place and people will forget about Daraya."

The video footage and death toll were impossible to independently verify because of severe restrictions on media coverage of the conflict. However activists and residents have reported excessive use of force by the regime, with indiscriminate bombing from the air and ground.

"Daraya, a city of dignity, has paid a heavy price for demanding freedom," the Local Coordination Committees activist group said in a statement, adding that the Assad regime targeted residents with executions and revenge killings "regardless of whether they were men, women or children."

With a population of about 200,000, Daraya is part of "Rural Damascus," or Reef Damascus, a province that includes the capital's suburbs and farmland. It has been a stronghold of support for the rebels fighting the government since the start of the uprising, posing a particularly grave threat to Assad's seat of power.

Troops backed by tanks stormed the town on Thursday after a siege that lasted several days during which no one was allowed to enter or leave, activists and residents said. The rebels were no match for Assad's tanks and helicopter gunships.

Most of the killings, according to activists, took place Friday and Saturday. But the extent of the carnage only began to be revealed Sunday.

The British-based activist group Syrian Observatory for Human Rights said 45 more dead bodies were found in the streets of Daraya on Sunday and that they had been killed by "gunfire and summary executions." Among them, it said, were three women and two children. It said the toll for the past week was at least 320.

Rami Abdul-Rahman, the observatory's director, said activists on the ground identified 207 of the 320.

The Local Coordination Committees also reported 45 deaths Sunday and said 300 bodies were discovered a day earlier in Daraya, with a total of 633 people killed there since the government launched its assault. It said 1,755 people had been detained in Daraya, suggesting that hundreds more might turn up dead.

Video footage posted by the group showed rows of bodies wrapped in blood-soaked blankets, with date palms and tree branches strewn over them. Someone was shown spraying the bodies with a hose, a substitute for the ritual washing of the dead prescribed by Islam's teachings.

Another video posted on the Internet and dated Saturday showed dozens of bodies on the blood-splattered floor of a mosque. Pieces of paper were placed on some of them, presumably identifying them. The anonymous commentator, his voice choking, said there were at least 150 bodies there and blamed a pro-government militia known as shabiha for the killings.

A third video showed several dozen bodies, some in white shrouds, stacked next to each other in what appeared to be a courtyard of a mosque or a large home.

A photograph circulated by the Shaam News Network showed two babies, their pajama tops soaked in blood, wrapped in a blanket decorated with blue and white flowers. It said they were among dozens of victims buried Sunday in a mass grave.

Al-Shami, the Damascus activist, and Abdul-Rahman said Daraya was under a de facto curfew Sunday, as Assad's forces carried out house-to-house searches as well as execution-style killings. The Internet had been disconnected by authorities, said Al-Shami, who did not use his real name for fear of reprisals.

The fighting in Dayara, according to activists, is being carried out by the Syrian army's elite 4th Division, which is led by Assad's brother, Maher. The division is by far the best trained and armed outfit and is primarily tasked with securing the capital.

One theory as to what triggered such a large-scale military operation was that rebel mortar teams have targeted the capital's military Mazzeh airport, which abuts Daraya. Activists said the regime was intent on protecting the facility as a potential gateway out of the capital for Assad and pillars of his regime if the situation dramatically worsens.

Britain's Middle East minister, Alistair Burt, said on Sunday that if confirmed, the Daraya killings "would be an atrocity on a new scale requiring unequivocal condemnation from the entire international community."

Still, the battle for Daraya showed the regime to be struggling to control Damascus and its suburbs, though the firepower available to it is far superior to anything the rebels might have. Government forces are stretched thin, with a major ongoing battle for control of the nation's largest city, Aleppo in the north, as well as smaller-scale operations in the east and south.

A total of 213 people were killed in fighting Sunday, according to the Observatory.

Activists say more than 20,000 people have died in 17 months of fighting in Syria, as an uprising that started with peaceful protests against Assad's rule has morphed into a civil war.

In Damascus, meanwhile, Syrian Vice President Farouk al-Sharaa appeared in public on Sunday for the first time in weeks, ending rumors that he had defected. Reporters saw him get out of his car and walk to his office for a meeting with Alaeddin Boroujerdi, head of Iran's powerful parliamentary committee on national security and foreign policy.

There have been a series of high-level defections from the Assad regime in the past few months.

Al-Sharaa was last seen at the funeral of four top security officials killed in a blast in Damascus on July 18. Since then, there had been rumors that he defected to Jordan, though al-Sharaa's office and Jordan repeatedly denied that.

On the Turkish-Syrian border, meanwhile, several thousand Syrians gathered at the Bab al-Salameh border crossing, having fled airstrikes in their northern towns and villages. They squatted on the sidewalks of three large hangars once used for cargo inspections of trucks. Some said they had been there a week or more.

Mohammed Abdel-Hay, 41, said his family of seven fled the village of Marea after a regime warplane bombed it last week, destroying a house and killing two people.

"They shelled us and we didn't leave. They hit us with helicopters and we didn't leave. Then they brought warplanes that dropped huge bombs that destroyed entire houses and we left," he said.

Since then, the family had staked out a patch of sidewalk where they sat on a plastic mat with a few grain sacks full of clothes.

Mustafa Khatib, 40, a middle school principal from the same village, was living in the hangar with his wife and their five children.

It had only one set of latrines, which the women and children used; the men used nearby fields. Water was in short supply and Khatib said he hadn't showered in a week. He said he'd eaten only a piece of bread and a hard-boiled egg all day Sunday.

Like most of the families, he hoped to get into a refugee camp in Turkey, but had been told there was no room.

"We'll stay here and wait and see," he said. "Every day, we ask and they tell us today or tomorrow, but they've been saying that for a week and we're still here."

LG Intuition press shot leaks, hints at September 15 release

Android Central

Verizon's LTE-enabled version of the LG Optimus Vu is showing more signs of life. Aside from the $199 pricetag that we already know about, some fresh images of the device have bubbled up. Although it's far from a guarantee, the home screen weather widget suggests a launch day of September 15 - a sensible time to get the back-to-school rush and LG has announced that the Vu would have a global launch in September, but pencil that date in your calendars lightly.

While the specs of the U.S. variant haven't been confirmed, the one that has launched across Japan and Korea has a  a 5-inch 768 x 1024 touch display, 8 megapixel camera (plus secondary 1.3 megapixel shooter on the front), 32 GB of local storage, and runs Android 4.0 Ice Cream Sandwich.

As far LG handsets go, most eyes are on the upcoming Optimus G and its gapless display, which we're likely to see sooner than later with IFA right around the corner. Have any of you guys been hurting for a version of the Optimus Vu on Verizon, or will it be worth holding out for the Optimus G?

Getting Travel Insurance Online Without Overpaying | Travel Insurance

There are many aspects of travel that a family must consider before going on a trip, including purchasing travel insurance online. Travel insurance can help to protect against many of the fears associated with traveling. However, there is also the potential of overpaying for insurance. Shopping for travel insurance online requires comparing prices, shopping for the coverage that you need and evaluating the extras offered by each of the different travel insurance companies.

Each travel insurance company will offer different levels of coverage, and determining how much coverage you need can help to prevent you from overpaying for insurance online. Before shopping for travel insurance online, you can decide what levels of coverage are necessary for you and your family. If you?re traveling to an area of Europe that is highly developed and has a good safety rating, then you may not need the same level of coverage as a person going on a trip to the Amazon jungle. Different levels of coverage will also include different deductibles. If you can afford to pay a high deductible, it will help to lower the cost of your travel insurance online. Many families elect for a high deductible so that they can save money and use their insurance only in catastrophic situations.

Another way to help prevent yourself from overpaying for insurance is limiting the number of travel insurance online extras that you purchase. Like homeowners insurance or auto insurance, there are several different extra options that you can add onto your travel insurance that may cause you to overpay for travel insurance. These extras may seem like a good deal, but in many cases they are unnecessary and can add to the total cost of your online travel insurance bill. Extras include accidental death, baggage delay and terrorism. These extras should only be purchased in highly specialized situations.

One of the best ways to avoid overpaying for insurance is to compare travel insurance online prices. Many travel insurance sites offer a compare feature that will allow you to view several different policies from different providers. This comparison will allow you to get the best deal on travel insurance online, and will help to prevent you from overpaying for insurance. Side by side comparisons can also be used when trying to save money on travel insurance extras and when comparing levels of coverage.

Buying travel insurance online gives shoppers the ability to compare several different travel insurance companies, and can also help to prevent overpaying for insurance. Travel insurance is a great way to help give you peace of mind while traveling. It can protect investments and help to keep loved ones safe.

Personal Energy Orb Aruino project knows you haven't been exercising, cripples your computer

Spending too much time indoors? You need a Personal Energy Orb, a glowing Arduino powered ball that allows you to trade physical exertion for a tolerable mouse speed. Developed by two students at the University of Munich for a physical computing course, the PEO connects to a bike-mounted revolution counter to note how far a user rides, counting the total distance toward usable time on a computer. A fully "charged" green orb will allow a user to use their PC unhindered -- but a spent red orb will drag Windows' cursor sensitivity settings to its lowest. The idea, the project's creators say, is to annoy the user off of the computer and back on to their bike. It sure sounds aggravating to us. Check out the full homework assignment at the source link below, complete with goals, follies and Python scripts.

SARATOGA SPRINGS, N.Y. (AP) ? A bit of Travers history unfolded at the finish line at Saratoga Race Course when Alpha caught Golden Ticket at the wire and the two finished in a dead heat for the win Saturday.

It was the first dead-heat finish in 143 runnings of the $1 million Travers, and had the crowd wondering who won for several minutes as the photo finish sign flashed on the infield toteboard. A few minutes later, the numbers of Golden Ticket and Alpha appeared, with the words dead heat alongside.

Fast Falcon finished third, a neck behind the winners. Atigun was fourth, followed by Nonios, Neck 'n Neck, Stealcase, Speightscity, Liaison, Five Sixteen and Street Life.

A Travers missing most of the top 3-year-olds, including retired Kentucky Derby and Preakness winner I'll Have Another and Belmont winner Union Rags, turned into a race to remember on the 50th anniversary of another great finish. In the 1962 Travers, Jaipur and Ridan dueled the entire race before Jaipur won by a nose.

This was far from a two-horse race ? until the stretch. Speightscity shot straight to the lead from the rail as expected. Alpha, under Ramon Dominguez, was third and Golden Ticket well back in the field of 11. When the field turned for home, jockey David Cohen moved Golden Ticket inside and he took a clear lead.

But Alpha fought back and kept closing the margin as the two neared the wire and pulled even just as the two hit the finish together. Kiran McLaughlin, who trains Alpha, and Ken McPeek, who trains Golden Ticket, stood next to each other in the owners' boxes and high-fived after the final result was posted.

The winning time for the 1 1/4 miles was 2:02.74.

Alpha, the 2-1 favorite, returned $4.10, $5.10 and $3.90, and 33-1 long-shot Golden Ticket paid $26.80, $26.40 and $11.80. Fast Falcon, trained by Nick Zito, returned $13.60.

Alpha came into the Travers off a win in the Jim Dandy, while Golden Ticket was a last-minute entry by McPeek and had won only one of nine career starts.

In earlier races:

? Willy Beamin ($24.80) ran down the leaders in the stretch for a surprising win in the $500,000 King's Bishop just three days after the colt trained by Rick Dutrow Jr. won the Albany Stakes.

? Even-money choice Contested ($4) took the lead with an eighth-mile to go after losing her footing at the start and won the $500,000 Test Stakes for 3-year-old fillies by two lengths over Gypsy Robin. Trained by Bob Baffert, Contested won for the fifth time in her last six starts.

? Zagora ($5) took charge in the final eighth-mile and won the $250,000 Ballston Spa for fillies and mares by 1 1/2 lengths over Hungry Island.

Commercial drivers could be understating sleep apnoea symptoms for fear of losing their licence [ Back to EurekAlert! ] Public release date: 25-Aug-2012

Vienna, Austria: People who drive commercial vehicles, such as buses, taxis, trucks and aeroplanes, could be incorrectly reporting their symptoms of sleep apnoea due to their fears of endangering their employment, according to a new study.

The research will be presented on 1 September 2012 at the European Respiratory Society's (ERS) Annual Congress in Vienna. All the abstracts from the ERS Congress will be publicly available online today (26 August 2012).

People with the sleep apnoea suffer frequent disruptions to their breathing during sleep, leaving them with headaches, drowsiness and sometimes depression during the day. Obstructive sleep apnoea is a well-established risk for traffic accidents and commercial vehicle drivers could lose their licence if their illness is perceived to be compromising safety while driving.

The regular treatment for sleep apnoea is continuous positive airway pressure (CPAP), which uses a mask and other equipment to generate a stream of air to keep the upper airway open during sleep. As commercial drivers regularly do shift work, they don't follow regular patterns of sleep and also do not always sleep in one place; this makes adherence to CPAP treatment more difficult.

Researchers examined 37 commercial vehicle drivers with sleep apnoea and compared them with a control group of 74 patients. Both groups had similar characteristics of age, body mass index (BMI) and similar numbers of disturbances suffered on average during the night. Both groups also underwent treatment using CPAP.

Levels of sleepiness were then analysed using the Epworth Sleepiness Score; a well-established short questionnaire used to give levels of sleepiness during the day time. The survey provides a score, which is the sum of 8 items and can range between 0 and 24.The higher the score, the higher the person's level of daytime sleepiness

At the start of the study, commercial drivers reported an average score of 8.1 on the sleepiness scale, compared with an average of 11.0 reported by non-commercial drivers, despite a similar number of disturbances at night between the two groups. The difference was also seen after 6 months of treatment using CPAP therapy with the drivers reporting an average sleepiness score of 4.8 and non-drivers reporting an average of 7.7.

The results also showed that drivers received less treatment (only receiving CPAP for an average of 75% of days, compared with 83%) and also had more unscheduled visits to the clinic, which suggests they were struggling with their symptoms.

The authors speculate that the lower scores reported by the commercial drivers could be due to drivers under-scoring their sleepiness levels for fear of losing their licence permissions.

Lead author, Dr. Werner Strobel from University Hospital, Switzerland, said: "Our study suggests that commercial drivers are playing down their levels of sleepiness for fear of losing their jobs. Although this is very difficult to prove, both the group of drivers and the group of non-drivers began the study with a similar number of disturbances during the night. You would therefore expect their reports of sleepiness to be similar to begin with, however the drivers estimated their levels of sleepiness as lower than the non-drivers. This pattern continued throughout the course of the study, with drivers reporting lower symptoms, yet receiving less treatment and making more unscheduled visits to the clinic.

"We can assume from these results that commercial drivers with sleep apnoea symptoms could be under-reporting their sleepiness in order to protect their job. These results should be taken into account by healthcare professionals who are treating this group of people."

Dan Smyth from the Irish Sleep Apnoea Trust, said: "We know that an above average number of people involved in commercial driving have sleep apnoea. It is also known that many of them, mainly through ignorance of the condition and fear of losing their livelihood, are afraid to report it to their employer or seek help. The findings of this study confirm the current situation and show further evidence that Relative Advocacy and Support Groups, with the support of our legislators, must deliver a positive message on the benefits of treating Sleep Apnoea to the Transport Industry."
