Web Design Auckland Company Launches New Improved Content ...

New Zealand based web design Auckland company 123 Online is proud to announce the launch of their new user-friendly content management system. 123 Online provides an affordable solution for ecommerce businesses that generates a high quality business website at a fraction of competitor?s costs.

?Current content management systems brought into use by most small to medium sized businesses are usually so complex that only skilled web users and webmasters can take full advantage of them,? said 123 Online?s Project Manager Trent McDiarmid.

McDiarmid explained that valuable resources are wasted on waiting for specially hired IT management consultants or in-house IT staff to examine current content management systems and rectify problems.

He added that over time, the cost of updating ecommerce sites using off site freelancers becomes prohibitive. Until now, the only alternative has been spending hours of valuable time training one or two employees to do the job of an IT consultant or in-house specialist. As a result, complex, difficult to use, elaborate CMS? are largely wasted.

Web Developers at 123 Online tackled user ability issues and other IT problems facing business owners and employees head on. By listening to the customer, they discovered the precise features most users like while also identifying the most disliked, or confusing CMS features.

123 Online has invested a considerable amount of time and money customising their new Content Management System based upon client feedback, and have custom designed a new, improved CMS that is as simple to navigate and as intuitive as possible.

McDiarmid goes onto say, ?Our CMS software was developed for the end user, and features incredible user ability, smooth performance, and is more time and cost efficient. The intuitive design and user friendly features make content management processes faster and easier. This means 123 Online customers can spend more time on improving and expanding their businesses and less time on managing their websites and on-page SEO content.?

123 Online offers a sleek, high?end design and an organisational structure designed to cater to small to medium business?s needs.

The web design process?involves Sales Consultants, Project Managers, Designers, Developers and Support Staff that larger companies enjoy.

McDiarmid continues, ?Rather than adding to the burden of one person trying to do all these jobs themselves ? often poorly ? we are a web design company helps clients to cost effectively and efficiently take the weight off of business owner?s shoulders.?

Oil jumps on home price data; gasoline up to $3.36

NEW YORK (AP) ? The price of oil climbed above $97 a barrel as home prices in the U.S. accelerated and stock markets resumed their rise toward record levels.

Benchmark oil for March delivery rose $1, or 1 percent, to $97.44 a barrel around midday on the New York Mercantile Exchange. Oil hasn't closed above $97 in New York since Sept. 14.

Oil is now up more than $5 a barrel this year and U.S. drivers may have noticed gas prices creeping higher. The average price for a gallon of gas Tuesday was $3.36, up 5 cents in the past week.

Signs of improvement in the global economy are driving the increase in oil prices.

A report Tuesday showed U.S. home prices in November had the biggest year-over-year increase in six years. That added to evidence showing that the U.S. housing market is recovering and outweighed a separate report indicating that higher taxes and an uncertain economic picture are sapping consumers' confidence.

Those were the latest reports in a big week for U.S. economic indicators. The government will also this week release the latest numbers on weekly jobless claims, January unemployment and fourth-quarter growth. And the Federal Reserve's policy committee is holding a two-day meeting that concludes on Wednesday.

U.S. stocks are approaching record levels after a January rally that has pushed the Dow Jones industrial average 6.2 percent higher this month. And the Standard & Poor's 500 index is up 5.3 percent, its highest level since December 2007.

Brent crude, used to price international varieties of oil, rose 57 cents to $114.05 a barrel on the ICE Futures exchange in London.

In other energy futures trading on Nymex:

? Wholesale gasoline rose 2 cents to $2.96 per gallon.

? Natural gas lost 6 cents to $3.25 per 1,000 cubic feet.

? Heating oil gained 3 cents to $3.09 a gallon.

200 jobs lost as Gameloft closes Indian studio

In a surprise move, Gameloft has shut down its Hyderabad studio, resulting in a loss of around 200 jobs.

An inside source has told MCV that employees were informed of the closure on Tuesday. They were then asked to pack up and vacate the office and not report to work the next day.

Another affected source told us that an email sent out to all employees by human resources stated that the closure was a ?strategic decision? taken by Gameloft headquarters and was forced by ?unavoidable circumstances?.

All employees were made to sign two documents ? one stating that they were resigning of their own accord, and another agreeing that Gameloft would carry out all financial settlements by February.

There are lots more details on this story on MCVuk.com's sister site MCVIndia.com.

Kennedy Center plans 1st expansion since opening

This handout artist rendition provided by The Kennedy Center and courtesy of Steven Holl Architects, shows architect Steven Holl's design concepts for the first major expansion of the Kennedy Center that will include rehearsal halls and classrooms, a memorial garden, and a stage floating on the Potomac River's edge for outdoor performances. (AP Photo/Kennedy Center, Steven Holl Architects)

(AP) ? The Kennedy Center for the Performing Arts is planning its first major expansion since it opened in 1971 as a "living memorial" to President John F. Kennedy, with new features including pavilions to house rehearsal halls and classrooms, a memorial garden and a floating stage on the Potomac River.

The plans unveiled Tuesday call for a $100 million addition that would create a more lively outdoor space for gatherings and performances, with a pedestrian bridge connecting the center to the river. Architect Steven Holl drafted the initial concept and was hired from among several contenders to design the expansion.

New marble pavilions ? made from the same Italian Carrara marble as the original building's walls ? would rise from a new garden situated beside the center, and the pavilions would be connected underground. Most of the new facility, totaling about 60,000 square feet of usable space, would be buried below the surface to help preserve the silhouette of the center's primary building.

Officials plan to raise private funds to build the project. To kick off the capital campaign, Kennedy Center Chairman David Rubenstein is giving $50 million to fund half the cost. The center aims to raise an additional $75 million to complete construction and establish a programming fund. Officials hope to open the new space in 2018.

Kennedy Center President Michael Kaiser said the new pavilions would have windows to allow visitors to look in on rehearsals of opera, theater or dance.

"We're giving a great improvement in public access to the Kennedy Center, to our art making," Kaiser said. "It's going to allow us to engage our audience in new and different ways."

The new space for rehearsals and education programs also is desperately needed as the center has grown since 1971, Kaiser said. The center now includes a national arts education program and houses the Washington National Opera as a permanent affiliate.

In an interview, Holl said he is honored to work on a memorial to a president he saw inaugurated in 1961 and respected so much.

"The Kennedy Center is a living memorial. It's active, open to the public for performance, the arts, which he really believed in," Holl said.

Preliminary plans call for a memorial garden to honor Kennedy. It could include 46 Gingko trees to note the number of years Kennedy lived, 35 lavender rows for the 35th president, and a video wall for projections of performances from inside the Kennedy Center.

"The idea really is that the landscape is activated," a fusion of architecture and landscape features, Holl said.

It could include a reflecting pool the exact length of the PT-109 boat that Lt. John Kennedy commanded during World War II. Holl envisions a deck along the pool made from the same mahogany wood as the boat. It could also include inscriptions of Kennedy's words.

The biggest challenge in the design concept could be winning approval for a performance stage that would float on the Potomac River, Holl said. Still, he said he has successfully negotiated with the U.S. Army Corps of Engineers for a past project that fell inside a flood plain.

"I'm ready for the fight," he said.

Open-air performances were once held on a floating river stage nearby at the Lincoln Memorial in the 1930s.

The new expansion plans come more than 10 years after the Kennedy Center announced a major project to build two new buildings and a plaza over a nearby freeway to connect the center with the National Mall. The $650 million project was essentially canceled in 2005 after budget constraints forced Congress to eliminate $400 million in federal funding for the project.

Kaiser envisioned a museum of the performing arts as part of that project. Now, he said, the center can plan future exhibition galleries in its main building as education programs and rehearsals move to the new facilities.

Rubenstein, a billionaire businessman and a former vice chairman of New York City's Lincoln Center, said the Kennedy Center has been limited by its building over the years. So he wanted to plan a realistic project that could be privately funded without relying on Congress. As the federal budget tightens, Rubenstein said more Americans should consider supporting nonprofit federal entities like the center.

Rubenstein's gift is the largest in the center's history. Combined with previous gifts, he has donated $75 million, making him the center's largest donor.

Adding a garden and outdoor pavilions will make the center more inviting, Rubenstein said.

"Rarely do people say in Washington, 'I'm going to go over and spend a couple hours at the Kennedy Center,'" Rubenstein said, noting it's often an evening destination for shows. But that will change, he said. "What we wanted to do was to remind people that this is a living memorial to a president."

Economists feeling more optimistic about 2013

4 hrs.

Economists are increasingly optimistic about growth in the year ahead with hiring expected to pick up in coming months.?

A quarterly survey by the National Association for Business Economists released Monday shows half of the economists polled now expect real gross domestic product ? the value of all goods and services produced in the United States ? to grow between 2 and 4 percent in 2013. That's up from 36 percent of respondents who felt the same way three months earlier.?

About half expect sluggish or negative performance, down from 65 percent in October.?

The latest survey was conducted between Dec. 20 and Jan. 8 and asked 65 economists and others who use economics in the workplace about conditions at their firms or industries. It found that 34 percent of firms now expect to expand their payrolls in the next six months, the highest percentage since April of last year. Meanwhile, 2 percent said they expect their companies to cut payrolls through layoffs, while 14 percent see payrolls trimmed through attrition.?

A quarter of respondents also said employment grew at their firms in the fourth quarter, which is comparable to the levels seen in the first half of 2012. The same percentage also reported a rise in wages at their firms in the final three months of the year, up 10 percentage points from the last survey.?

Overall sales growth was stable in the fourth quarter with results mixed across industries. For instance, growth slowed in the services, finance, insurance and real estate sectors, but rose in the transportation, utilities, information and communications sectors.?

Timothy Gill, chair of NABE's survey committee and director of economics at the National Electrical Manufacturers Association, noted that sales growth was stable despite "widespread uncertainty surrounding the potential impact of the fiscal cliff."?

The "fiscal cliff" refers to the steep tax hikes and spending cuts that were to take effect Jan. 1 unless the White House and Congress reached an agreement to avoid them. The survey found that 27 percent of respondents postponed at least some hiring and capital spending during the quarter as a result, while 72 percent said the issue didn't affect hiring.?

Despite stable sales growth, survey respondents noted that profit margins deteriorated in the fourth quarter, with 25 percent saying their margins increased, down from 27 percent in October. On the flipside, 18 percent reported declining profit margins, compared with 15 percent a year ago. Over the next three months slightly more than a third said they expect primary non-labor costs to rise. That's down from 43 percent in the previous survey.?

Expectations for capital spending over the next year weakened from the last survey. Only 40 percent expect their firms to grow capital spending, down from 52 percent.?

For consumers, the survey suggests modest inflation could be in the works, with two-fifths of respondents ? the highest share over the past year ? saying they expect prices to rise in coming months. Most of those expecting hike prices think the increases will be less than 5 percent.?

Boy Scouts debates ending ban on gays

DALLAS (Reuters) - Boy Scouts of America is discussing ending a longstanding ban on gay members and whether to allow local organizations to decide their own policy, a spokesman said on Monday.

The organization has been under attack from gay rights groups and some parents for discriminating against gay members and gay leaders.

"The BSA is discussing potentially removing the national membership restriction regarding sexual orientation," spokesman Deron Smith said in an email to Reuters.

"The policy change under discussion would allow the religious, civic or educational organizations that oversee and deliver Scouting to determine how to address this issue," the spokesman said.

Scores hurt as Islamists take to Bangladesh streets over tribunal

DHAKA (Reuters) - At least 50 people including policemen were injured in Bangladesh on Monday as Islamist activists protested against the prosecution of their leaders on charges stemming from a war of independence 40 years ago, police and witnesses said.

Protesters set off crude explosives and threw bricks at police who tried to disperse them with teargas, batons and some shots in the air, witnesses said.

"The Islamists vandalized dozens of vehicles and set fire to two buses in Motijheel commercial area and other places in the city," a police officer said.

Islamist party spokesman were not available for comment.

Police detained about 20 activists, reporters on the scene said, and the disturbances disrupted traffic on city-centre roads. Similar protests broke out in the northern town of Rajshahi and in Chittagong in the southeast.

Bangladesh became part of Pakistan at the end of British rule in 1947 but it broke away from Pakistan in 1971 after a war between Bangladeshi nationalists, who were backed by India, and Pakistani forces.

Some factions in Bangladesh opposed the break with Pakistan.

A Bangladeshi war crimes tribunal began work in mid-2011 to investigate some of the violence during the nine-month war when up to three million people were killed and thousands of women were raped.

Last week, the tribunal reached its first verdict, sentencing a former member of the Jamaat-e-Islami party and a popular Islamic preacher, Abul Kalam Azad, to death in absentia.

Azad has been missing since April last year but the government says it is trying to find him.

Azad was charged with collaborating with Pakistani forces in the murder of Hindus, a minority in the majority-Muslim state. In one case, he was accused of killing at least 12 Hindus while shooting indiscriminately along with Pakistani soldiers.

Jamaat has been accused of helping the Pakistani army in acts of violence, which it denies.

Another 11 people, nine of them Jamaat leaders, are facing trial.

Over the last few months Jamaat activists and members of its student wing have launched violent protests in Dhaka and other cities, demanding an end to the trials.

Human Rights Watch has said the law under which the accused were being tried fell short of international standards of due process. It cited defense lawyers, witnesses and investigators as saying they had been threatened during the trial.

The ruling party of Prime Minister Sheikh Hasina, who set up the tribunal, has denied the accusations of bias.

(AP) ? Barbara Walters would probably like to hit the reset button on 2013.

She's got the chickenpox and remains hospitalized more than a week after going in after falling and hitting her head at a pre-inaugural party in Washington on Jan. 19. A fellow host on the "The View," Whoopi Goldberg, said Monday that Walters has been transferred to a New York hospital and hopes to go home soon.

"She's been told to rest. She's not allowed any visitors," Goldberg said. "And we're telling you, Barbara, no scratching!"

The 83-year-old news veteran, who underwent heart surgery in May 2010, apparently avoided a disease that hits most people when they are children. It can be serious in older people because of the possibility of complications like pneumonia.

Even after concern about her fall had subsided, Walters had been kept hospitalized last week because of a lingering fever, and doctors found the unexpected cause.

"We love you, we miss you," Goldberg said on "The View," in a message to the show's inventor. "We just don't want to hug you."

Skin, soft tissue infections succumb to blue light

Jan. 28, 2013 ? Blue light can selectively eradicate Pseudomonas aeruginosa infections of the skin and soft tissues, while preserving the outermost layer of skin, according to a proof-of-principle study led by Michael R. Hamblin of the Massachusetts General Hospital, and the Harvard Medical School, Boston.

The research is published online ahead of print in the journal Antimicrobial Agents and Chemotherapy.

"Blue light is a potential non-toxic, non-antibiotic approach for treating skin and soft tissue infections, especially those caused by antibiotic resistant pathogens," says Hamblin.

In the study, animal models were infected with P. aeruginosa. All of the animals in the group treated with blue light survived, while in the control, 82 percent (9 out of 11) of the animals died.

Skin and soft tissue infections are the second most common bacterial infections encountered in clinical practice, and represent the most common infection presentation -- more than 3 percent -- in patients visiting emergency departments, says Hamblin. The prevalence of skin and soft tissue infections among hospitalized patients is 10 percent, with approximately 14.2 million ambulatory care visits every year and an annual associated medical cost of almost $24 billion (equivalent to $76 for every American), says Hamblin.

Treatment of skin and soft tissue infections has been significantly complicated by the explosion of antibiotic resistance, which may bring an end to what medical scientists refer to as the antibiotic era, says Hamblin. "Microbes replicate very rapidly, and a mutation that helps a microbe survive in the presence of an antibiotic drug will quickly predominate throughout the microbial population. Recently, a dangerous new enzyme, NDM-1, that makes some bacteria resistant to almost all antibiotics available has been found in the United States. Many physicians are concerned that several infections soon may be untreatable."

Besides harming public health, antibiotic resistance boosts health care costs. "Treating resistant skin and soft tissue infections often requires the use of more expensive, or more toxic drugs, and can result in longer hospital stays for infected patients," says Hamblin.

Report: Japan plans world's first broadcast in ultra-HD TV in 2014

20 hrs.

TOKYO???The Japanese government is set to launch the world's first 4K TV broadcast in July 2014, roughly two years ahead of schedule, to help stir demand for ultra high-definition televisions, the Asahi newspaper reported on Sunday without citing sources.

The service will begin from communications satellites, followed by satellite broadcasting and ground digital broadcasting, the report said.

The 4K TVs, which boast four times the resolution of current high-definition TVs, are now on sale by Japanese makers including Sony, Panasonic and Sharp. Other manufacturers include South Korea's LG Electronics.

Japan's Ministry of Internal Affairs and Communications had aimed to kick-start the 4K TV service in 2016. That has been brought forward to July 2014, when the final match of the 2014 football World Cup is set to take place in Brazil, the Asahi report said.

In Japan, the development of super high-definition 8K TVs is in progress, and the Ministry of Internal Affairs and Communications plans to launch the test 8K TV broadcast in 2016, two years ahead of schedule, it said.

Investigators still unable to find cause of 787 fire

WASHINGTON (Reuters) - Further testing still has not found the cause of a battery fire aboard a Boeing Co 787 Dreamliner in Boston earlier this month, the National Transportation Safety Board said on Sunday.

In a statement released Sunday, the safety regulator said "no obvious anomalies were found" in its initial investigation of an undamaged battery aboard the plane and that a more detailed examination would follow.

The NTSB's preliminary finding, along with the absence of any reported progress in determining a root cause of the auxiliary power unit's battery fire, underscores that the safety investigation and the grounding of 787s may drag on longer than Boeing had hoped.

Oliver McGee, an aerospace and mechanical engineer who was a deputy assistant secretary of transportation for technology policy under President Bill Clinton and a former consultant to Boeing, described the challenge facing the investigators as a "megascale engineering puzzle."

The Dreamliner's troubles have roiled the airline industry, with safety regulators and experts warning that investigations into the cause of a series of small fires on the plane could take months or even a year.

Regulators grounded the Dreamliner on January 16 after a series of safety incidents, including one on a Japan Airlines Dreamliner in Boston and an All Nippon Airways Dreamliner in Japan. The incident in Japan forced a plane to make an emergency landing.

The grounding has forced hundreds of flight cancellations worldwide, including in the United States, India and South America.

The uncertainty over the Dreamliner has raised questions for Boeing as deliveries for its signature aircraft remain stalled and airlines await the futuristic plane, which was to play a major role in their plans for expansion.

Australia Day message from the Samuel Griffith Society - Michael ...

"Every Australian with an ideal for democracy - and I hope that means most?Australians - should do everything they lawfully can to oppose the introduction of this outrageous law," said Mr Callinan, who retired from the nation's highest court in 2007.

"It seems as if each year the Constitution and the cohesion of the Australian community are put at some new and entirely unnecessary risk.

"The dangers of the current one, of the introduction of a new law to criminalise speech which might cause offence to anyone, should not be underestimated."

His intervention in the debate over the government's plan to consolidate five federal anti-discrimination statutes coincides with a warning from Victorian Attorney-General Robert Clark that the scheme could expose state police and prison officers to litigation from suspects, offenders and prisoners.

In an article in?The Australian?today, Mr Clark writes that the government's proposal appears to apply to police pursuits, the arrest of suspects, the allocation of prison accommodation and facilities and to prosecutors' decisions about which charges to lay.

While the government proposed to exempt its own authorised activities from the proposed scheme, "it proposes no such general exemption for activities authorised under state law".

Their concerns have been triggered by an exposure draft of the government plan that has been widely criticised. ABC chairman Jim Spigelman, a former chief justice of NSW, warned that it would impose unprecedented restrictions on free speech.

If enacted, the scheme would extend the reach of provisions in the Racial Discrimination Act that already impose liability for actions that offend or insult.

Those provisions, used in 2011 against columnist Andrew Bolt, would be extended into all areas of discrimination law so legal action could be launched by anyone who claims to have an attribute protected by the scheme.

Those attributes include sexual orientation, gender identity, social origin, political opinion, disability, sex, age, race, industrial history, medical history, nationality, potential pregnancy and religion.

The onus of proof would be reversed so those accused of offending would be presumed guilty unless they proved their innocence.

Mr Callinan, who is president of the federalist Samuel Griffith Society, used his Australia Day message to members to denounce the scheme.

"Even the imaginative powers of George Orwell would not have conceived of an administration that would dare to try to forbid every member of society from passing adverse comment upon any other member of it," he said.

If "political good sense" did not prevail and the draft scheme were enacted, Mr Callinan said he was optimistic that "it will not survive the scrutiny of the courts".

A New Blood Test for Depression Proves It's Not All In Your Head

Mental Health Innovation: MDD Score is the first-ever blood test that screens biological indicators of depression, like inflammation and neurochemicals (the company that makes it won't reveal which ones it tests for, exactly). The test, which will soon be out in the U.S. and requires a doctor's precription, is the first ?objective diagnostic measure? for the disorder? which means you can get a diagnosis without filling out a questionnaire or talking to a physician or a mental health professional. You get a numerical score that suggests how likely it is that you have depression. Studies show that MDD Score is about as accurate at making a diagnosis as the most rigorous questionnaires.

Who: Lonna J. Williams

What She Does: CEO of Ridge Diagnostics, the company introducing MDD Score

U.S Mental Illness Rates are Persistently High

Why It's Innovative:?"Every psychiatrist and primary care physician we talk to says?they need to be able to diagnosis early and get the patients on the right treatment,? says Williams. ?And they need to know as quickly as possible if the treatment is working.??The test has the potential to improve treatment, as well, because patients may be more accepting of a blood-test result, she says. "It's of significant impact to the patient. Suddenly the patient sees a blood test that says ?this is your disorder.? It's like any other disorder. It's not in your head. It's meaningful. It's not your fault. The stigma abates and they become more involved in their own care."

The idea for the MDD Score blood test first came up when a scientist who was studying biological signs of depression saw how those ?biomarkers? changed when patients responded to therapy. The scientist's son had a mental health disorder that had been misdiagnosed and, in turn, he wasn?t being treated appropriately. That was further motivation to try to create a biologically-based diagnostic test for major depression, Williams says.

Sneak Peek: Psychiatry's 'Bible' is Updated After Nearly 20 Years

The Problem That Keeps Her Up at Night:?"Are physicians going to accept this and make it available to their patients? I believe strongly that patients will embrace it. But any time something new is introduced to physicians, they can be a little hesitant until some time goes by. I look forward to physicians embracing this."

Where Mental Health Needs More Innovation: ?We need stronger and larger consumer awareness organizations, such as those that address cancer or HIV or other highly prevalent diseases," says Williams. ?There hasn't been much of that with mental health. There is no organized patient advocacy. There are bits and pieces here and there, but they are disparate and not organized. I think this industry needs to start creating that to help with innovation and education and abatement of the stigma."

Feeling Blue? Let Dr. Feel Good Make a House Call

How You Can Take Action: "Seek out innovative technologies. There are physicians who are using treatments other than drugs. There are particular blood tests or genetic tests that can tell you if you are a metabolizer of one kind of drug or another. There is more personalization of medicine." Moreover, she adds, don't be embarrassed by having a mental health disorder. "There shouldn't be a stigma. It's not your fault. The more these technologies become broadly used, the more the stigma will abate."

The MDD Score test is expected to cost $745 if paid for out-of-pocket.

Would you trust a blood test to diagnose depression? If you deal with depression, what innovations would you like to see in diagnosis or treatment?

"Parker" review: how to turn a serviceable thriller into a bloody bore

LOS ANGELES (TheWrap.com) - If you've ever wanted to see the camel that's the result of that proverbial horse-building committee, check out "Parker" - and the hump, you'll pardon the expression, is the character played by Jennifer Lopez. But more on her in a moment.

Jason Statham stars as Jason Statham as Parker, a master criminal who actually believes in honor among thieves. That's why he's so furious and out for revenge against the quartet of hoods (played by Michael Chiklis, Wendell Parker, Micah A. Hauptman and Clifton Collins, Jr.) who bungled their recent robbery of a state fair. Oh, and they also shot Parker and left him for dead by the side of the road, but that almost seems like a secondary offense to our hero.

Parker tracks these goons to Palm Beach, where they're planning a complicated jewel heist, and poses as a Houston billionaire in the hopes of getting real estate agent Leslie (Lopez) to point out houses that have been recently purchased for about a million dollars, which was the take from the state fair job. Never mind that Statham has one of the least convincing Texas accents ever to be heard on the big screen; by this point in the movie, that's small potatoes.

The problem is that Leslie and her problems (divorced, in debt, living with her mom, hates her job) feel completely grafted onto "Parker" for no apparent reason, except perhaps opening up the film to a female demographic that would otherwise be turned off by this very violent movie; Statham, as tends to be his wont on screen, beats up a lot of people, shoots many more, and winds up bleeding as the result of several vicious attacks.

Director Taylor Hackford is an old hand behind the camera, but he shows no fluidity in going from, say, a clunky expository scene where Leslie spills her complaints to Parker over a glass of Chablis to an intense hotel-room skirmish in which Parker lets a knife cut through the middle of his palm as a way to keep from getting stabbed.

The character of Leslie is made all the more extraneous by the fact that Parker already has a girlfriend (a personality-free pixie played by Emma Booth) ? just as well, since Statham and Lopez generate zero chemistry. It's not entirely Lopez's fault; can you name any Statham movie where the female lead was more than window dressing? But the screenplay by John J. McLaughlin ("Hitchcock"), based on the popular novel by the late, great Donald E. Westlake (writing as Richard Stark), gives Leslie two basic modes: Squealing Idiot and Useless Hostage.

(Parker has previously been brought to the screen in a variety of much, much better movies, including "Point Blank," "The Outfit" and even Godard's "Made in U.S.A.," where the character was rewritten as a woman and played by Anna Karina.)

And don't even ask why Leslie's soap-obsessed mother (Patti LuPone, of all people) would give shelter and succor to a busted-up and bleeding Parker, whom she's never met.

If "Parker" had just focused on Parker and his bloody mission of vengeance, they might have wound up with an unspectacular but still exciting action movie; Statham, after all, does this sort of thing about as well as anyone on the big screen this decade. Too bad the committee couldn't just settle for a serviceable horse and instead went for a completely ungainly camel.

Dr. Nkosazana Dlamini-Zuma ? AU Chairperson

The African Union Commission (AUC) is proposing to focus on key areas for its Third Strategic Plan for 2014 to 2017.

Welcoming delegates to the 22nd Ordinary Session of the Executive Council of the AUC, the Chairperson Dr. Nkosazana Dlamini-Zuma said that in preparations for the Third AUC Strategic Plan, ?we identify key priorities on which to concentrate attention, so that we accelerate our agenda for an integrated and prosperous continent, at peace with itself,? she said.

She believes that through prioritization, the AUC will be able to set more realistic outcomes that can be achieved by the end of the period.

Dr. Dlamini-Zuma indicated that the AUC believes it should focus on human capacity development focusing on health, education, science, research, technology and innovation; agriculture and agro processing; inclusive economic development through industrialization, infrastructure development, trade and investment; peace, stability and good governance.

Other areas are mainstreaming women and youth; resource mobilization; building a people-centred Union through communication and strengthening the institutional capacity of the AUC and all its organs.

?We have continental policy frameworks, strategies and often action plans in most if not all of these areas. What we will do, with inputs from Member states and Regional Economic Communities, is to identify key outcomes in each area, which we must implement resolutely, so that we ca begin to see impact and decisive movement forward,? she said.

In his remarks, Dr. Carlos Lopes, the Executive Secretary of the Economic Commission for Africa (ECA) acknowledged that while the world may have its own particular interest in a rising Africa, the growth that must matter for Africans is one that is primarily anchored on their interest and concerns.

?It must be driven by them on the basis of their priorities and should be capable of delivering structural transformation. It requires continued efforts to improve governance systems, strengthen state capacities, harness information and communications technologies, promote gender equality, and mobilize the energy and creativity of Africa?s youth,? he said.

Dr. Lopes however admitted that translating the current growth that the continent is experiencing into a comprehensive project of transformative development will not be easy.

He said, ?it requires a retooling of the African state and its institutions with the view to strengthen their capacity for strategizing effectively.?

He called for new approaches to macro-economic policy-making and management anchored on the primary goal of boosting growth and employment without losing overall balances necessary and permissible for relative stability as an agenda for transformative development in Africa.

The 22nd Ordinary Session of the Executive Council precedes the 20th Ordinary Session of the Assembly of the African Union scheduled for January 27 and 28, 2013 in Addis Ababa, Ethiopia. The theme is ?Pan-Africanism and African Renaissance.?

How Boehner Tamed an Unruly GOP Caucus

John Boehner is finally learning how to tame the rebellious House GOP caucus. The passage on Wednesday of a measure allowing the Treasury to keep borrowing money until May 19 warded off the risk of a debt default that could have been politically disastrous for Republicans. And it marked a win for the House speaker, who managed to rally his party behind the legislation only weeks after suffering embarrassing setbacks during the fiscal-cliff standoff and after narrowly surviving a revolt in the caucus earlier this month.

But the victory came at a price. Boehner and other GOP leaders have embraced a stark budget austerity that is winning plaudits with conservatives but may prove politically risky for the party, because it would require deep cuts in popular social programs such as Medicare, even as the GOP remains adamantly opposed to raising additional tax revenue from the rich.

The budget austerity will guide the GOP's approach to a series of clashes in the coming months with President Obama and congressional Democrats.

What exactly did Boehner have to promise fellow Republicans for their support on the debt-limit measure?

The commitments he?s made to rank-and-file members regarding the "sequester" cuts set to hit March 1, along with another short-term spending bill later in the month needed to keep government funded, will come due then. More significant is that Boehner has committed to writing a House budget that will erase the nation?s annual deficits within 10 years.

"That?s going to be pretty damn tough,? said William Hoagland, senior vice president of the Washington-based Bipartisan Policy Center. It will be especially hard if Boehner tries to do so without allowing more tax revenue to be put on the table. Effectively, then, that would require a ?scorched earth? policy on entitlements and other spending, Hoagland said.

At least for now, Wednesday?s vote to temporarily suspend the debt ceiling provided Boehner with a respite from his recent woes. The tumult of the fiscal cliff led to questions about whether he had lost control of his own GOP conference.

Those embarrassments included his having to scrap his ?Plan B? legislation on the fiscal cliff and later being forced to rely more on Democrats than his own party members to get passage of both the final fiscal-cliff deal and then a Hurricane Sandy relief bill. Much of this reflected lasting anger among conservatives over Boehner?s deals with Obama and the Democratic-led Senate last session. The prevailing view among many conservative House members is that he has been too willing to compromise and has caved in too easily.

The tension boiled over on the first day of the new Congress when some conservatives tried to oust Boehner as speaker. The Ohio Republican survived that rebellion, narrowly. Just seven more Republican defections could have blocked him from getting the 214 votes needed, a simple majority of the lawmakers who voted.

Many of the members in the dump-Boehner faction seemed ready over the weekend to reject the debt-ceiling increase, which would have once again put the speaker against the ropes.

But instead, this bill was passed 285-144, largely on the backs of 199 of Boehner?s fellow Republicans. In fact, Republicans lined up nearly 6-to-1 in support of the measure. Just 33 of them ended up opposing it--and many of those only after passage became assured during the vote-counting.

Senate Democrats plan to take up the measure in coming days.

Meanwhile, Boehner and other Republicans are playing down the bill?s main purpose--the debt-limit increase--by emphasizing its provision to force the Senate to pass a budget plan this spring for the first time in four years, or see members? pay withheld. In fact, the name they?ve given the measure is the ?No Budget, No Pay Act.?

Senate Majority Leader Harry Reid, D-Nev., in a statement, opined that Boehner had to ?add a gimmick or two to get their bill past the tea party.? But he noted that Senate Budget Committee Chairwoman Patty Murray, D-Wash., had already announced earlier in the day the Senate would move a budget resolution through committee and to the floor this year.

Even so, Reid said he wants to ?give credit where credit is due, and thank Speaker Boehner for his leadership here in defusing another fight over the debt ceiling.?

In fact, Boehner and other top House Republican leaders were laying the groundwork for Wednesday?s vote even before the House GOP gathered last week for its annual issues and policy retreat in Williamsburg, Va.

The hurdle was to sell the almost contrary idea of temporarily allowing more debt--as a necessary strategic step in order to allow more time to take on the nation?s skyrocketing debt problem.

To get there, House Appropriations Chairman Hal Rogers, R-Ky., explained to National Journal on Wednesday that Boehner and other House GOP leaders promised rank-and-file members they would stick to the cuts agreed to in the sequestration process, which on March 1 are to lower 2013 discretionary spending to $974 trillion unless Democrats agree to mandatory cuts as a replacement.

Rogers said Boehner has promised the sequestration cut, which is split evenly between military and discretionary domestic spending, ?will stay in effect unless it shall be replaced by other spending of equal size from other parts of the budget.? And he said Boehner has promised that the $974 billion figure will also be reflected in the spending measure needed later in March to keep government running for the remainder of the year.

But ?Obama and congressional Democrats are insisting that such deficit-reduction maneuvers also include new tax revenues, and so the upcoming fights over the sequester and how to keep government running are likely to represent the bigger battles ahead for Boehner, as opposed to Wednesday?s temporary debt-ceiling vote.

On top of that, Boehner himself underscored in a statement that the House is committed to a policy of balancing the budget within 10 years.

If that is the deal Boehner and Budget Committee Chairman Paul Ryan, R-Wis., have made with conservatives, then Steve Bell, of the Bipartisan Policy Center, said, ?I foresee nothing but really serious difficulties for Boehner and the Republican Party in the years ahead.?

?What I can tell you as a practical matter is what will have to happen [in cuts] to the domestic and entitlement areas will simply be too much even for the vast majority of the Republican conference to accept,? said Bell.

For now, top House Republican aides seemed to be basking in the view that Boehner is gaining some traction with his victory in Wednesday?s vote--and in what appears to be a failed effort by top Democrats, who had urged their members not to vote for the bill.

?I think the whole purpose of this exercise was to focus further down the road--on dealing with sequester and [continuing resolution],? said a senior House GOP aide. ?It takes the threat, the cudgel that the Democrats could use that we are threatening the viability of the nation off the table, so we can start making some of the hard choices we?ve got to make about spending going forward.?

?A victory for Boehner? I think it?s a victory for the conference,? said the aide.

In a demonstration of the power of green chemistry, scientists are reporting development of a new and more efficient process for making one of the most costly and widely used medications for severe mental illness. Described in a report in the journal ACS Sustainable Chemistry & Engineering, it produces larger amounts of the medication than the existing commercial process while reducing the use of solvents and other potentially toxic substances.

Vijayavitthal T. Mathad and colleagues point out that paliperidone, marketed under the brand name Invega, is one of a new generation of medicines for schizophrenia, a severe form of mental illness. Paliperidone has advantages over other medicines, but the current process for making it is expensive and inefficient, contributing to the drug's cost about $18 per tablet in the United States. The process also requires use and disposal of large amounts of solvents that require special handling.

They describe development of a new recipe for making paliperidone. It not only yields larger amounts of the medicine, but uses less solvent and involves an innovative and environmentally friendly method for purifying the medication and for the control and removal of critical impurities that result from the process and carryover from raw materials. The sustainability of the process lies in its capability to withstand the cost pressure when the drug becomes completely generic, the authors said. Reducing the raw material cost not only makes it sustainable but it should be environmentally and production-friendly.
