Temperature Rising: Lonnie Thompson, Climate Scientist, Battles Time and Mortality

Strategic communications ? Mediakult
Recently?I attended the joint Australian Government and Australian National University workshop focused on ?Strategic Communications and National Security? at the National Security College, ANU 13-14 June 2012. The workshop participants came from a broad range of government agencies that work with matters of national security.
There was a solid introduction into the definition of strategic communications (strat comms), which stressed the following principles:
- Integrity and Truth
- Persistent and consistent
- Independent of media and electoral cycles
From here, participants were walked through the key components of strategic communications. These included:
- Determine communication objectives
- Environment Scan
- Audience and Influencers
- Emotional intelligence
- Key messages
- Delivery
- Timetable
- Evaluation
What was very interesting to note from this presentation, was the strong preference for using an environment scan rather than a SWOT analysis (Strengths, Weaknesses/Limitations, Opportunities, and Threats). The argument for using this approach was that often a SWOT analysis is too ?mechanical? in nature and valuable information slips through because of the need to categorise the information. Some of the benefits of environment scans are:
- Taking stock of what the rest of the world is doing
- May influence objectives and actions
- Opportunity to improve communications
- Chance to forecast issues
- Can feature a SWOT as part of the overall assessment
It was also noted that to effectively deliver strat comms objectives is often resource heavy, and that past evaluation processes have often focused on the outputs, rather than the outcomes. It was also highlighted that strategic communications is not the same thing as media liaison. In other words ? strat comms is proactive, media relations is often reactive. Also, it was very interesting to see that the work of Doug McKenzie Mohr (behaviour change expert) was discussed as an excellent source of information for agencies interested in fostering behaviour change as part of strat comms.
Many?of my colleagues have attended Mohr?s workshops in the past, so it?is very good to know that?some of us have already had exposure to his proactive thinking and strategic approach to fostering behaviour change. One of Mohr?s key approaches is to use ?influencers? or community leaders as a means of instigating change.? The rationale behind this strategy is that more people pay attention to and will follow influencers. Though care must be taken when selecting ?influencers? to support strat comms agendas ? the backlash against Cate Blanchett ?in the ??Say Yes? campaign was a very relevant case study presented at the workshop.
A number of other very useful case studies demonstrated the power of being strategic with communications agendas.? Jim Cannon spoke about the ADFA Reputation Retrieval exercise; Michael Player from NZ Police discussed managing international media during the Christchurch Earthquake Crisis and Kym Charlton from Qld Police discussed how they have very successfully used social media during the SE Qld floods and Cyclone Yasi. We were also very fortunate to have former ABC journalist and media expert, Prakash Mirchandani as one of the facilitators. He gave the group some great take home messages ? ?you can never start too low when thinking about strategic communications?, an encouraging thought and one, if followed, allows for many perspectives on an issue, not just a top down or media reactive approach. The other take home was ?you can?t sell a dud policy? or more crudely put ? ?you can?t polish a t@rd!?.
My only other comment was the success of the practical exercise in demonstrating the effectiveness using the key components to come up with the messaging and communications channels for addressing a matter of national security. We were given a scenario, split into three groups, with each having a number of components to cover. For example, group?one?was responsible for the first thee components ? determining communication objectives, undertaking an environment scan and identifying the audience. Each group had 1.5 hours to address the issues. When we came back each group went through the findings in order. What was revealing was the similarities and linkages between the issues and how they should be addressed. The practical exercise demonstrated that it is possible in a short amount of time to come up with a plan that is interconnected and pragmatic.
Personally, I think the big benefit is that this method could be useful in ?situations outside of crisis situations and matters of national security. In many ways it is an agile approach, designed to quickly get to the issue and how to resolve it.

One Week In, New York Times? Chinese Social Media Accounts Shut Down, Site Still Up
So much for that experiment in freedom of speech. Last week, the New York Times launched an online Chinese edition of its newsspaper -- and with it a social media presence in the country. As of today, the NYT Chinese site is still working, but the social media presence is not: a visit to the New York Times'?Sina Weibo page -- confirmed to us last week by the New York Times as officially theirs -- brings up a "user does not exist" page. Ditto qq, Sohu, and 163 -- other popular social networking platforms with New York Times' accounts (although we never confirmed their authenticity with the paper). Dark economic clouds gather anew over Obama campaign
WASHINGTON (Reuters) - After a month in which his re-election campaign picked up momentum, hard economic realities are about to hit President Barack Obama as he takes to the road on a campaign bus trip through the Rust Belt.
Poor manufacturing data earlier this week followed by a likely weak jobless report on Friday are reminding Obama that he has a lot of work to do to convince voters he is bringing the economy back to full health.
A Supreme Court victory for Obama on healthcare and a surprise expansion of immigration laws that put Republican opponent Mitt Romney on the defensive on the issue may soon fade from memory.
"By Friday, the Supreme Court will be in the rear-view mirror and everybody will be talking about the state of the economy," said Greg Valliere, an analyst for institutional investors at Potomac Research Group.
"I think the debate on Friday will be whether the economy is still growing or whether we've hit a brick wall," he said.
U.S. manufacturing activity contracted in June for the first time in nearly three years, data showed on Monday, stark evidence of a slowing economic recovery and that Europe's debt crisis is weighing on the U.S. economy.
And the monthly jobless figures, the most closely watched economic indicator, are expected to be lackluster.
Economists polled by Reuters expect nonfarm payrolls to have risen by only 90,000 jobs in June and the unemployment rate will stay unchanged at 8.2 percent. Employers likely increased hiring, but not enough to dispel concerns that the economy is losing steam.
The fiscal gloom allows Romney to re-energize his charge that the White House is not creating jobs quickly enough, after his nonstop economic criticism was drowned out by last week's Supreme Court ruling that Obama's 2010 healthcare law is constitutional.
"From day one of his administration, the president has pursued policies that have hurt job creators, hurt the manufacturing sector, and left millions of Americans struggling to find work. It's going to be hard for the president to argue Americans should gamble on a second term while on his bus tour," Romney campaign spokeswoman Amanda Henneberg said.
Romney also struggled recently to explain his immigration position after Obama forced the issue on to the agenda by halting possible deportations of young illegal immigrants. The immigration debate helped Obama in polls.
RUST BELT PUSH
Obama begins a two-day campaign bus tour through Ohio and western Pennsylvania on Thursday. No matter how the unemployment report comes out, he will remind voters his bailout of the U.S. auto industry helped save jobs in the area.
In a tough economic climate, polls show that Obama still comes across as likeable although he does have a problem winning over white, middle-class male voters.
"Whoever does a better job of showing empathy will have a better chance of winning in November," Valliere said.
Obama led Romney 48 percent to 43 percent in Gallup's daily national tracking poll on Tuesday, the sixth consecutive day in which the survey has shown the Democratic incumbent with a statistically meaningful, if small, lead.
The five-point edge was Obama's largest lead in Gallup daily tracking since April, and his longest such streak since then.
But economic clouds could again darken his re-election chances on November 6.
"Everybody is concerned about the prospects for the economy. There are two huge issues. One is Europe and the second is our own fiscal cliff," said Isabelle Sawhill, a budget expert at the Brookings Institution, referring to programmed cuts in the U.S. budget and rising taxes next year, unless congress acts to avoid them.
"The concerns and the fears... have already begun to undermine confidence in the economy and cause both consumers and businesses to hold back on what they are willing to spend," she said.
Obama's campaign points to steady, if slow, improvement in the economy since he has taken office, and says he could have done more if Republicans in Congress had not blocked his efforts to stimulate growth.
"Clearly, the economy is not functioning as well as we know that it could be. The political question is who are people going to point the finger at in doing that," said Heather Boushey, an economist at the liberal Center for American Progress, which has close ties to the White House.
"The biggest problem in our economy is the U.S. Congress," she said.
ROMNEY JET-SKIING
While the poor economy hurts Obama, it also holds risks for his rival.
Unrelenting Democratic attacks calling Romney a job killer during his time as a private-equity executive have helped drag down his poll numbers.
Romney is spending the week at his $10 million lakeside New Hampshire vacation estate, which features a three-vessel boat garage and where he and his wife have been photographed skidding across the lake on their personal watercraft.
That could provide fresh fodder for the Democrats' portrayal of Romney as out of touch with ordinary Americans.
"It's a bad headline. It can help reinforce or enforce perceptions, whatever they may be," said Ethan Siegel, an analyst at the Washington Exchange, which tracks political developments for investors.
However, economic worries are much more prominent in voters' minds that Romney's vacations.
"In the end, no one's going into the voting room, saying 'Romney, he was in New Hampshire for the 4th of July and I'm voting no.' It's buzz, it's chatter but it don't matter," Siegel said.

Obama campaign launches new Romney outsourcing ad
WASHINGTON (AP) ? President Barack Obama's re-election campaign is launching a new attack on Republican rival Mitt Romney's business record.
In a television advertisement released Tuesday, the campaign says Romney invested in companies that moved jobs overseas and supports tax breaks for companies that do so. The ad, titled "Believe", says Obama believes in "insourcing" and favors tax cuts for companies that bring jobs back to the U.S.
Democrats believe a drumbeat of ads accusing Romney of shipping U.S. jobs overseas is starting to take hold in battleground states and impact voters' views of the presumptive GOP nominee.
The ad is running in nine politically important states, including Colorado and Virginia.

Fake Craigslist ad for nude photos was 'prank'

lt was meant as a "prank,"?but it wound up terrifying the victim: A male "friend" placed a Craigslist ad in a woman's name, along with graphic photos of her, inviting men to respond in kind and?send porn photos of themselves to the woman.
The woman, a resident of Chesterfield Township, Michigan, received more than 80 text messages within the first hour the ad was placed online, she told police.
"The person who posted it thought it would be funny, and didn't think it would get that many responses," Detective Sergeant Deron Myers of the Chesterfield Police told msnbc.com.
After the victim contacted police, they got a search warrant for Craigslist?to find out the name of the person who put the ad online. When the victim learned it was a friend of hers, she declined to press charges, Myers said. And the "friend" was appropriately remorseful, he said.
"It got way more attention than he thought" it would, Myers said. In the end,?"All parties just kind of shrugged it off as a tasteless joke."
Not all such incidents work out that way. Last year, Tracy Wilder, of Florida,?started getting knocks on her door, emails and text messages after the wife of Wilder's ex-husband placed a steamy?Craigslist ad in Wilder's name, giving out her phone number and inviting men to come to Wilder's home, with children living there.
The experience was "absolutely appalling,"?Wilder told TODAY's Ann Curry, last summer. (That video interview is below.)
