Declines in Caribbean coral reefs pre-date damage resulting from climate change

The decline of Caribbean coral reefs has been linked to the recent effects of human-induced climate change. However, new research led by scientists at Scripps Institution of Oceanography at UC San Diego suggests an even earlier cause. The bad news ? humans are still to blame. The good news ? relatively simple policy changes can hinder further coral reef decline.

Employing a novel excavation technique to reconstruct the timeline of historical change in coral reefs located on the Caribbean side of Panama, a team of scientists led by Scripps alumna Katie Cramer and current Scripps Professor of Oceanography and Smithsonian Tropical Research Institute (STRI) Emeritus Staff Scientist Jeremy Jackson has determined that damage to coral reefs from land clearing and overfishing pre-dates damage caused by anthropogenic climate change by at least decades.

"This study is the first to quantitatively show that the cumulative effects of deforestation and possibly overfishing were degrading Caribbean coral and molluscan communities long before climate change impacts began to really devastate reefs," said lead author Cramer, currently based at the Global Coral Reef Monitoring Network at the International Union for Conservation of Nature.

Coral reefs have suffered alarmingly since the 1980s due to coral bleaching and coral disease, thought to stem from the warming of the oceans due to anthropogenic, or human-induced, climate change. However, until recently, the impact of prior human activities on Caribbean coral reefs had not been studied with experimental techniques.

Historical records and qualitative surveys provide hints that declines in corals in some parts of the Caribbean occurred as far back as the early 1900s after coastal lands began to be cleared to make way for plantations. However, the current study is the first to quantify the changes that reef corals and mollusks have undergone as a result of long-term stress caused by the deposition of silt, nutrients, and pollution onto coral reefs from land clearing and the depletion of reef fish that prevent algae from overtaking reefs.

"Because researchers did not really begin to study Caribbean reefs in detail until the late 1970s, we don't have a clear understanding of why these reefs have changed so dramatically since this time," said Cramer. "So, we set out to reconstruct an older timeline of change on reefs by looking at the remains of past reefs ? coral skeletons and mollusk shells."

To reconstruct this timeline, the team dug below modern reefs in incremental layers and, using radiocarbon dating of the coral skeletons they found, linked fluctuations in the types and numbers of coral and mollusks over time to historical records of land clearing. Changes in the relative numbers of these various species represent clear indicators of the overall health of the coral reef.

The team also improved upon the standard technique of taking long, narrow core samples of coral fossils that cannot track fluctuations in the numbers of larger species of coral.

"We wanted to look at the whole complement of the coral community," said Cramer.

To catalog the relative numbers of dozens of coral and molluscan species, the researchers dug two-foot-wide by three-foot-deep pits into reefs at several coastal lagoon and offshore sites near Bocas del Toro, Panama, that were heavily affected and less affected by land runoff, respectively. At each of these sites they also conducted surveys and recorded the composition of living corals.

"We dug up over a ton of coral rubble and tens of thousands of shells," said Cramer, who led the fieldwork at STRI and likened the laborious experience to doing underwater construction.

Systematically sifting through the coral and shell fossils, the scientists noted several indicators of environmental stress, including a decrease in the overall size of bivalves such as oysters, clams, and scallops, a transition from branching to non-branching species of coral, and large declines in the staghorn coral and the tree oyster, which were once the dominant coral and bivalve on these reefs.

These indicators were observed in layers of the excavated pits at coastal lagoon sites that were dated before 1960 and as far back as the 1800s, corresponding to a period of extensive deforestation in the Bocas del Toro region. Similar evidence of environmental stress at offshore sites was dated after 1960, indicating that the negative impacts of land clearing have more recently begun to affect reefs further offshore.

With the decline of the branching coral species, the reefs now have fewer nooks and crannies that are used as habitat for reef fish and other organisms. Also, the non-branching species that have taken their place grow at a much slower rate. "Consequently, there is less of a chance that the reefs will be able to keep up with sea level rise from climate change," said Cramer.

"Because the governments of the world have yet to undertake any meaningful efforts to mitigate climate change, it is of the utmost importance that locally caused stressors to reefs such as overfishing and deforestation are minimized," said Cramer. "Advocating for more intelligent use of land as well as implementing sustainable fisheries management, those are things that can be done right now."

BEIRUT (AP) ? Syria's president promised to do all he can to ensure U.N. envoy Kofi Annan's peace plan for his country succeeds but demanded that Annan secure a commitment from his opponents to halt violence even as rebels carried out a string of bold attacks, killing two army colonels and kidnapping a high-ranking pilot.

Bashar Assad's condition of an express promise from the opposition to stop attacks could complicate Annan's attempts to bring an end to more than a year of violence that the U.N. says has killed more than 9,000 people.

The opposition has cautiously welcomed Annan's six-point plan, which calls for Assad's regime to implement a cease-fire. But the opposition is also deeply skeptical Assad will carry it out, believing he has accepted the plan just to win time while his forces continue their assault to crush the uprising. Armed rebels are unlikely to stop fighting unless offensives by security forces halt.

The diplomatic moves came as Arab leaders met Thursday in the Iraqi capital Baghdad in their annual summit and were expected to issue a resolution backing Annan's plan. In speeches at the summit, many leaders made clear they felt the burden was on Assad's regime to halt the fighting.

"The Syrian government is required today to listen to the voice of reason and wisdom and stop all kinds of violence," the emir of Kuwait told the gathering.

In comments carried on Syria's state news agency, Assad said "Syria will spare no effort to make (Annan's) mission a success and hopes it would return security and stability to the country."

But he added that Annan must also get a commitment from armed groups to cease their "terrorist acts" against the government.

Throughout the crisis, Assad's regime has held that it faces not a popular uprising against his rule but a campaign of violence by terrorists.

Syria's uprising began a year ago with peaceful protests against Assad, which were met with a fierce crackdown by security forces. Since then, army defectors and protesters who took up weapons have formed militias, initially to protect protesters. But as the bloodshed rose, they turned to seizing pro-opposition neighborhoods, towns and areas and launching attacks on government forces, usually raids on checkpoints or on army convoys.

The new attacks Thursday were particularly bold.

In Aleppo, Syria's largest city, gunmen opened fire on two army colonels in the downtown Bab al-Hadid traffic circle, killing them. The state news agency SANA said the four attackers belonged to an "armed terrorist group." The officers, identified as Abdel-Karim al-Rai and Fuad Shaban, were on their way to work.

In eastern Ghouta, a suburb a few kilometers (miles) from Damascus, gunmen kidnapped pilot Mohammad Omar al-Dirbas, a brigadier, while on his way to work, SANA said. The agency did not say where the three worked or what their positions were.

No one immediately claimed responsibility for the attacks.

Also Thursday, rebels attacked an army truck and killed two soldiers in the central province of Hama, activists said. Fresh clashes also broke out between government troops and army defectors in the country's north and south, and activists said security forces killed at least 16 civilians across Syria on Thursday, including a child and two women.

SANA said authorities successfully liberated five military personnel who it said were kidnapped earlier by an "armed group" in the northern province of Idlib.

Aleppo has largely been spared clashes between government forces and rebels. However, two mysterious bombings in the city this month killed 29 people. No group claimed responsibility.

The U.N. says more than 9,000 people have been killed since Syrians first took to the streets last year to call for political reforms.

In Thursday's attack on the army truck in central Hama province, the Britain-based Syrian Observatory for Human Rights said rebels killed two soldiers.

The group said at least five civilians were killed Thursday in army raids on rebellious villages in the Idlib province along Syria's northern border with Turkey. It also reported clashes in the southern town of Dael.

An activist in that town said residents woke up to a huge explosion followed by intense gunfire. He said the fighting and gunfire from government snipers have kept civilians pinned in their homes.

"The security situation is very hard, with snipers on the roofs," Adel al-Omari said over the phone. "It is very dangerous here, and you can't leave your house. Anyone who moves is targeted."

The Observatory said eight soldiers were wounded in the Dael clashes.

The group said security forces killed at least 16 civilians across Syria on Thursday, while another group, the Local Coordination Committees, put the day's death toll at 31, including a child and two women.

Activist claims could not be independently verified. The Syrian government rarely comments on clashes and has barred most news media from working in the country.

US ambassador tweets anger with Russian media

The U.S. ambassador to Russia was back at it again Thursday on Twitter with questions about how Russian media gets hold of his schedule, raising broader concerns about surveillance during a time of tension between Washington and Moscow.

Michael McFaul, no stranger to Twitter controversy since taking up his post in Moscow in January, told his more than 21,300 followers he was frequently dogged by representatives of NTV, a Kremlin-friendly television station.

"Everywhere I go NTV is there. Wonder who gives them my calendar? They wouldn't tell me. Wonder what the laws are here for such things?" McFaul said in one tweet posted to his account, @McFaul.

"I respect press right to go anywhere & ask any question. But do they have a right to read my email and listen to my phone?" McFaul also tweeted. "When I asked these 'reporters' how they knew my schedule, I got no answer."

McFaul was apparently describing an encounter with a self-described NTV television crew before a meeting with a Russian human rights activist.

Footage of the encounter posted on the NTV website shows a clearly irritated but mostly smiling McFaul, coatless under a wet snow, sparring for several minutes in Russian with a woman holding a microphone who says she is from NTV.

"Your ambassador to our country walks around all the time without this. They do not interfere with his work. And you are always with me -- at home," McFaul said in the clip.

"Aren't you ashamed to do this? It is an insult to your country when you do this, do you understand that?"

He said his meeting with activist Lev Ponomaryov, whom he said he has known for 25 years, was part of his job, just like a meeting with President Dmitry Medvedev two days earlier.

Blogger Alexey Navalny, a vocal opponent of Vladimir Putin, reacted to McFaul's tweet on his own account, saying "I don't understand McFaul. He's got diplomatic immunity. He can just lawfully beat up the NTV journalists. Come on, Mike! One for all!"

State Department officials described McFaul's tweets as rhetorical and said they did not necessarily reflect formal concerns over surveillance by the Russian government or media. ?

"A rhetorical question, in and of itself, is not directed at anyone," State Department spokesman Mark Toner said.

"Many of our chiefs of mission have Twitter accounts and they are allowed to express themselves. We have full confidence in their ability to express themselves on matters of U.S. policy."

Tripping up on Twitter
McFaul is among a number of senior U.S. diplomats who have taken to Twitter as the State Department attempts to harness social media to get the U.S. government's message across.

But the personal style of the new communication has at times caused controversy.

The Russian government rebuked McFaul, a former White House adviser on Russia, earlier this month after he tweeted his concern over the detention of protesters who challenged Vladimir Putin's presidential election victory.

Russia and the United States say they are committed to improved ties, but have seen differences grow over issues including the Syrian crisis and U.S. plans for a missile defense shield in Europe.

Putin accused U.S. Secretary of State Hillary Clinton in December of stirring protests against his 12-year rule by encouraging "mercenary " Kremlin foes. Washington has dismissed the accusations.

McFaul, a Stanford University professor who specialized in analyzing the development of democracy in Russia and the former Soviet Union, was criticized by Russian state television when he arrived to take up his new post in January.

Following a meeting with opposition leaders shortly after his arrival, a commentator on state television said McFaul was not an expert on Russia but simply a specialist in the promotion of democracy.

Other commentators and media reports have suggested he is seeking to help opponents topple the government. A film aired on NTV earlier this month hinted that opposition demonstrations were funded by the White House with the aim of undermining Putin.

States with the most lax anti-corruption laws

The Center for Public Integrity released a report detailing the risk of corruption and lack of accountability in all 50 states last week. The findings of the report should worry anyone who believes state governments are?transparent and free of corruption. Of course, no state is without flaws. Unfortunately, nearly every state received a grade that would give residents cause for concern.

The Center for Public Integrity?s report examined issues concerning accountability and ethics in each state government. States were graded on 330 separate metrics, which were grouped into 14 major categories. Overall grades are based on the average grades in the major categories, which included lobbying disclosure, political financing, internal auditing, ethics enforcement agencies and redistricting.

Most states scored poorly. No state earned an A, and only five states received better than a B+. More than half the states received a D+ or worse. Scored from 1 to 100, eight states earned failing grades of 59 or below from the project.

24/7 Wall St. examined the eight states that received an F and the five states that scored B- or better. A review of the states with the highest and lowest scores illustrates that?regular monitoring of the government by citizens, public employees and watchdog groups is essential to encourage state integrity.

According to Randy Barrett, Communications Director for the Center for Public Integrity, one of the most widespread issues throughout these state governments is the lack of public access to information, which, he says, is key to preventing other kinds of corruption and conflicts of interest from occurring. ?When you think about it, that?s really the root of transparency. If citizens can?t see into how their state does business and decision-making, that?s the real problem,? Barrett?said.

States with the worst corruption risk scores lack powerful watchdog agencies. In many states, according to Barrett, the existing groups intended to ensure ethical action by elected officials lack real power. Virginia, which scores among the worst in terms of corruption risk, does not have a statewide ethics commission at all. Barrett suggests that the reason many states have such ineffectual watchdog organizations is that the elected officials they are supposed to be monitoring consistently vote in favor of cutting their funding and restricting their power.

Surprisingly, most of the states that received high marks?have big governments with long histories of corruption and political machinery. Connecticut and California fit this description. New Jersey, where it seems former and current officials are indicted every year on ethics charges, received the highest grade in the country. Despite its colorful political past and present, New Jersey received a perfect score in areas such as lobbying disclosure and internal auditing. According to the report, the reason states with historical problems with corruption now have high accountability scores is precisely because of their former offenses. Those past problems led to strict enforcement measures that have kept politicians honest and information readily available.

Many of the states with the worst corruption scores have not had the same public issues with corruption that trigger reform. These states, according to the report, are among the most sparsely populated in the country. Reporters sent to conduct research for the State Integrity Investigation found these smaller populations lead to a relaxed, ?everybody-knows-everybody? attitude. This environment leads to a lack of reporting by elected officials, a look-the-other-way approach regarding campaign finance and lobbying, and an underfunding (or nonexistence) of political oversight groups.

According to Barrett, states with stagnant political environments often encourage corruption. Governments with high levels of corruption tend to have a political party -- either the Democrats or Republicans -- in power for a long time. The states that have had a ?machine? in place for a long time often tend to be the most corrupt. Machines tend to want to protect themselves.

1. Georgia

Georgia has the worst levels of corruption risk and lack of accountability of any state in the country. The state scored a D or worse in 12 of the 14 categories. The state?s biggest problem is the absence of a strong ethics enforcement agency. Republican governor Sonny Perdue managed to get an ethics bill through the legislature, but by the time it passed, his proposals to ban gifts to state workers and clearly define appropriate campaign spending had been stripped out. According to State Integrity reporter Jim Walls, while Georgia has provisions to prevent certain kinds of corruption in campaign finance and lobbying, the state is full of unaddressed loopholes and lax enforcement. ?About 2,000 Georgia officials, including one in five sitting legislators, have failed to pay penalties for filing their disclosures late, or not at all,? he said.

2. South Dakota

South Dakota, which has the second-highest corruption risk score, has nine failing grades out of 14 categories, and three Ds. The state, which has among the lowest population density in the country, does not have ?comprehensive state ethics laws,? an ethics commission or satisfactory transparency laws, as Denise Ross writes for the State Integrity Investigation. The state does little to require public officials, other than judges, to disclose their income and assets. State law features a loophole that makes it possible for individuals to make unlimited political donations. The state has made major improvements in its integrity by making many state records available online in recent years.

The state of Wyoming received a grade of F in nine of the 14 categories measured by the State Integrity Investigation. The state?s mechanism for self-governance is extremely poor. According to the report, there is no hotline, website or other method for state employees to report corruption. The state also has had the same political machine in place for some time. Wyoming?s two U.S. senators both have been Republicans since 1977. In 2006, the state legislature, which is primarily Republican, overrode a veto from the governor and ruled themselves exempt from open records laws. This means bills in draft can be kept secret, as can all communications with staff, until a bill is proposed.

4. Virginia

Among Virginia?s ethical failings are poor government oversight, weak consumer protections and poor separation between politicians and big business. Overall, it receives nine Fs. One of the state?s greatest offenses is its exemption of its State Corporation Commission -- a regulatory agency that is responsible for overseeing all businesses, utilities, financial institutions and railroads in the state -- from its Freedom of Information Act. While Virginia has a General Assembly Conflict of Interests Act, the law has proven incredibly inefficient. Only one legislator has ever been prosecuted for violating it -- 26 years ago. The state is also weak on enforcing disclosure laws. In 2004, it was discovered that former Democratic Governor L. Douglas Wilder failed to file disclosure reports for his gubernatorial election campaign. Worst still, approximately $169,000 from his campaign account was unaccounted for. Consequently, L. Douglas Wilder, Jr., the former governor?s son and one-time campaign treasurer, pleaded guilty to two election law misdemeanors in 2007, resulting in a $1,000 fine and a suspended one-year sentence.

?The numbers are very high,? said Kathy Rogers, executive director of the American Diabetes Association Maryland regional office. ?Nearly 10 percent of all adults in Talbot County have diabetes, compared to 10.7 percent in Kent County and 12.1 percent in Dorchester County.?

The event marks the first time that a Tour de Cure, a national event organized by the American Diabetes Association, will take place on the Eastern Shore of Maryland.
Event highlights:

• Local indie/rock/soul musician Kentavius Jones will perform on the eve of the event, May 18; all riders who generate $1,000 or more will be invited to a VIP party with Jones at Cottingham Farm
  
• Live band performance by Chester River Runoff will take place the day of the event, May 19
